About this file

This is a Location Specification Sheet (LSS) for janitorial services at the Michigan Department of Agriculture and Rural Development (MDARD) Laboratory facility in Lansing, Michigan, prepared by the Department of Technology, Management and Budget (DTMB). The LSS details comprehensive janitorial cleaning services required for a 41,021 square foot, two-story laboratory building with 50 employees and approximately 20 daily visitors. Cleaning services are scheduled Monday, Wednesday, and Friday from 12:00 p.m. to 4:30 p.m., with specific tasks assigned for office areas (9,544 square feet of carpet including 500 square feet of high-traffic carpet), restrooms (9 total, with 2 urinals, 11 toilets, 2 showers, and 9 sinks), breakrooms (2 designated areas), and various other spaces including corridors, elevators, and stairways. The LSS specifies basic daily, weekly, monthly, and quarterly cleaning frequencies, as well as periodic services performed on a quarterly (4x per year) basis such as general glass cleaning, wall dusting, air bar cleaning, and intensive floor care including carpet cleaning and floor refinishing.

Pricing for the contract is to be submitted by vendors using the provided rate structure, which requires bidders to calculate hourly wage rates for daytime cleaners, nighttime cleaners, supervisors, and other staff, plus annual business costs including cleaning supplies, equipment, insurance, and profit. Replenishable supplies including paper towels, hand soap, feminine sanitary disposal bags, toilet tissue, trash liners, hand sanitizer, and air fresheners are provided by the state agency, while all other cleaning supplies must be provided by the contractor. The facility operates under federal blood borne pathogenic compliance requirements, and vendors must be aware that staff members have chemical sensitivities; all cleaning products require Program Manager approval prior to service start. Vendors must also submit quotes for additional services on an hourly basis, including emergency services, infectious disease control procedures, carpet cleaning, chair cleaning, and miscellaneous facility maintenance. Periodic services require two weeks' advance written notice and Program Manager approval before performance, with failure to comply potentially delaying payment.
