About this opportunity
The Maryland Department of Health is requesting proposals for dietary and food services at the Thomas B. Finan Center in Cumberland, Maryland, with proposals due November 6, 2026 and a mandatory pre-proposal conference and site visit on October 13, 2026. The solicitation carries a 10% Minority Business Enterprise (MBE) participation goal and a 20% Certified Farm & Fish participation goal (both parties must be certified by their respective state programs).
The contract covers comprehensive dietetic department operations across four service locations: the Finan Center (88 patients, 365 days annually), Massie (30 patients, 365 days annually), Jefferson Breakfast service (43 students, 261 days annually), and Jefferson Lunch service (43 students, 261 days annually). Services include three daily meals for patients and residents, breakfast and lunch for Sheppard Pratt School students, specialized tube feedings and nutritional supplements, snacks for designated units, and selective-menu cafeteria service for employees and visitors seven days weekly. The contractor must employ a full-time Dietetic Department Director and at least one full-time Clinical Dietitian licensed by the State of Maryland Board of Dietetic Practice. All personnel must clear criminal background checks at the contractor's expense and execute HIPAA Business Associate Agreements if handling protected health information.
The contract is structured as an indefinite quantity agreement with a three-year base term and two optional one-year renewal periods. Pricing is fixed unit cost on a per-patient-per-day basis (fully loaded, covering labor, overhead, profit, and administrative expenses). The state provides kitchen facilities, permanently installed equipment, office space, utilities, and local telephone and internet; the contractor furnishes all food purchasing, meal delivery vehicles, sanitation supplies, pest control, and staffing. Questions are due October 23, 2026 at 2:00 PM. Proposals must be submitted through eMarylandMarketplace Advantage (eMMA).
The contract is Tier 2 under Maryland Living Wage requirements. Contractors must meet quarterly green purchasing reporting obligations and maintain a 20% participation goal with certified local farms under Maryland Code 14-701. References (minimum three) documenting comparable facility dietary services are required. All personnel must comply with criminal law and agency security policies; unauthorized personnel substitutions constitute grounds for termination for default.
