About this opportunity
Sarasota County is seeking a consultant to implement and administer Community Development Block Grant-Disaster Recovery (CDBG-DR) housing programs addressing damage from Hurricanes Debby, Helene, and Milton in 2024. The Request for Proposals (RFP) requires a qualified consultant to provide comprehensive housing recovery services, including contractor procurement, scope development, construction oversight, compliance monitoring, and financial and programmatic reporting. Specific deliverables include developing standardized construction plans, managing general contractors, conducting property inspections, overseeing construction quality, and providing weekly executive briefings to the county. The project focuses on single-family home rehabilitation and reconstruction for both traditional homes and mobile homes, with the consultant responsible for all aspects of project implementation from initial scope development to project close-out. The proposal must be submitted through OpenGov by the due date of June 13, 2025, with the consultant required to demonstrate extensive experience in CDBG-DR housing rehabilitation programs and proficiency with application and grant management software.
The procurement includes extensive compliance requirements, with a strong emphasis on supporting small businesses, minority businesses, women's business enterprises, and veteran-owned businesses. Proposing organizations must meet comprehensive insurance requirements, including professional liability, commercial general liability, and workers' compensation coverage. The contract will be entirely funded by a HUD CDBG-DR grant, with strict federal procurement guidelines that include debarment and suspension restrictions, lobbying limitations, and specific provisions related to telecommunications and video surveillance equipment. While no specific budget range is explicitly stated, the complexity of the project suggests a significant investment in housing recovery services. Proposing organizations must comply with various federal regulations, including the Clean Air and Water Act, Americans with Disabilities Act, and maintain detailed documentation in the county's System of Record. The selected consultant will be expected to ensure full compliance with all applicable federal, state, and local regulations throughout the project's duration.
