About this opportunity

The Harrisburg Housing Authority is soliciting qualifications for an Indefinite Quantity Contract for Residential and Commercial Plumbing Services (RFQ 2026-04) to support maintenance and repairs across its portfolio of 1,640 low-income public housing units located throughout Harrisburg, Pennsylvania. The scope of work encompasses routine, preventative, and emergency plumbing repairs including excavation, water line repair and replacement, steam line repair and replacement, main sewer and storm drain services utilizing jetter trucks and camera equipment. Qualified respondents must submit proposals electronically through the HHA's E-Procurement website (Bonfire) no later than 12:00 noon on Friday, March 20, 2026, with RFQ documents available beginning Friday, February 13, 2026, at www.harrisburghousing.org. Prospective bidders may submit written questions and requests for information through the E-Procurement platform no later than 12:00 noon on Wednesday, March 11, 2026, and may schedule site visits through the procurement platform prior to the end of the question-and-answer period. Evaluation criteria total 100 points across six categories: Firm Qualifications and Experience (30 points), Staff Qualifications (20 points), Past Performance and References (20 points), Capacity and Availability (15 points), Local and Economic Inclusion (10 points), and Completeness and Clarity of Submission (5 points). Required qualifications include minimum workers' compensation insurance, general liability insurance with limits of not less than $1,000,000 per occurrence and $2,000,000 general aggregate, automobile insurance with combined single limits of $1,000,000, possession of suitable modern equipment and tools, and personnel with minimum two years' experience as a foreman. The successful contractor must provide detailed written estimates within two business days of request, respond to service calls within 24 hours, and submit invoices within 30 days of project completion, with all work performed in accordance with federal, state, and local laws, codes, and OSHA regulations.

The contract is designated as a federally-funded project subject to HUD compliance requirements, including prevailing wage obligations under Davis-Bacon or HUD-determined wages applicable to each task order, and mandatory Section 3 compliance under the Housing and Urban Development Act of 1968. The HHA has established quantitative benchmarks requiring Section 3 workers to account for at least 25 percent of total labor hours and Targeted Section 3 workers to account for at least 5 percent of total labor hours, with contractors alternatively able to contribute to the HHA's Section 3 Training Fund at tiered rates ranging from 0.75 percent to 5 percent of the base contract amount. Section 3 business concerns participating in the HHA's "LEAP" program receive preference if their bids do not exceed 20 percent above the lowest non-Section 3 bid, while Section 3-certified contractors receive preference awards if responsive bids do not exceed specified percentages above the lowest responsive bid. The contract is effective for one year from the date of full execution and may be renewed by mutual written agreement for four additional one-year renewal periods. While specific award values and budget ranges are not disclosed in the RFQ documents, the contract vehicle is structured as an indefinite quantity agreement allowing the Housing Authority flexibility in ordering plumbing services as needed throughout the contract period. No incumbent vendors or current contractors are identified in the solicitation documents, and the contract requires all work to be performed in accordance with HUD Form 5370-C general conditions applicable to non-construction maintenance contracts.
