About this opportunity
The City of Pittsburgh's Office of Management & Budget is soliciting a pre-qualified master agreement (PQMA-115) for plumbing rehabilitation, repair, and renovation services across various city facilities including fire stations, police stations, parks, recreational facilities, and city offices. The contract period will run from execution through April 30th, 2028, with contractors required to have a minimum of five years of experience in plumbing rehabilitation. Interested contractors must possess at least a Journeyman Plumbing License, with a Master Plumbing License preferred, and submit a comprehensive electronic application packet to contracts@pittsburghpa.gov by December 31st, 2027. The city anticipates individual project expenditures will not exceed $250,000, and contractors will be selected through a competitive bidding process. Evaluation will focus on technical capabilities, experience, licensing, and ability to meet specific service requirements for municipal plumbing infrastructure rehabilitation and repair.
The procurement includes specific set-aside and participation goals, mandating 18% minority business enterprise, 7% women-owned business enterprise, and 5% veteran-owned business participation. Contractors must comply with Community Development Block Grant (CDBG) funding requirements, including Section 3 provisions that prioritize economic opportunities for low-income residents and local businesses. Insurance requirements are comprehensive, necessitating general liability, automotive liability, and workers' compensation coverage with the City named as an additional insured. The contract is potentially funded through federal CDBG funds, which introduces additional compliance requirements around labor standards, non-discrimination, and domestic preference in procurement. Contractors must also complete Section 3 documentation demonstrating workforce and business engagement strategies, with potential consequences for non-compliance including contract termination, default, or debarment from future HUD-assisted contracts.
