About this file

FY 2025 Income Limits Documentation

This document is a HUD income limits reference file for the Harrisburg-Carlisle, Pennsylvania Metropolitan Statistical Area (MSA). The file presents the Area Median Family Income (AMI) and corresponding income thresholds used to determine eligibility for housing assistance programs. The Harrisburg-Carlisle MSA encompasses Cumberland County, Dauphin County, and Perry County, Pennsylvania. The FY 2025 Area Median Family Income for the region is $105,400. Income limits are categorized by household size (1 through 8 persons) across three income classifications: Very Low (50%) Income Limits, ranging from $36,900 to $69,600 depending on household size; Low (80%) Income Limits, ranging from $59,050 to $111,300; and Extremely Low Income Limits, ranging from $22,150 to $54,150. These thresholds establish eligibility benchmarks for various HUD programs, including Section 8 housing assistance and Low-Income Housing Tax Credit (LIHTC) programs.

The Extremely Low Income Limits follow the definition established by the FY 2014 Consolidated Appropriations Act, which defines extremely low-income as the greater of 60 percent of the Section 8 very low-income limit or the federal poverty guideline, provided it does not exceed the Section 8 50% very low-income limit. This documentation serves as the authoritative reference for determining income eligibility in Dauphin County and the broader Harrisburg-Carlisle MSA for housing assistance purposes. The file references archived FY 2024 income limit data and provides direct links to the HUD User portal for access to additional datasets including Fair Market Rents, Section 8 programs, and LIHTC database information.

* The FY 2014 Consolidated Appropriations Act changed the definition of extremely low-income to be the greater of 30/50ths (60 percent) of the Section 8 very low-income limit or the poverty guideline as established by the Department of Health and Human Services (HHS), provided that this amount is not greater than the Section 8 50% very low-income limit.
