About this opportunity

The City of Pittsburgh's Office of Management & Budget is soliciting a Pre-Qualified Master Agreement (PQMA-114) for Plumbing Rehabilitation, Repair, and Renovation Services covering city-owned facilities including fire stations, police stations, parks, recreational facilities, and city offices. The procurement seeks to establish a pre-qualified list of plumbing contractors with at least five years of experience in plumbing rehabilitation and repair, with a minimum Journeyman Plumbing License required and a Master Plumbing License preferred. Contractors must submit comprehensive application packets electronically to contracts@pittsburghpa.gov by December 31, 2027, at 5:00 pm, with the contract period running from execution through midnight on April 30th, 2028. Evaluation criteria will focus on contractors' qualifications, past performance, technical capabilities, and compliance with local guidelines. Individual project expenditures are anticipated to not exceed $250,000, and successful applicants will be eligible to bid on individual scopes of work on an as-needed basis. Contractors must provide all necessary tools, equipment, materials, and services to complete projects, and submit required documentation including insurance certificates, IRS Form W-9, and appropriate plumbing licenses.

The solicitation includes specific set-aside designations and participation goals for minority-owned (MBE), women-owned (WBE), and veteran-owned (VBE) businesses, with targets of 18% minority, 7% women, and 5% veteran business enterprise involvement. Contractors must provide comprehensive insurance coverage, including general liability, automotive liability, and professional liability, and comply with prevailing wage requirements, safety regulations, and local, state, and federal guidelines. While no specific incumbent vendors are mentioned, the procurement emphasizes equal employment opportunity and seeks to create a diverse pool of qualified plumbing contractors. Contractors will be required to demonstrate financial stability, technical expertise, and the ability to handle projects across various municipal facilities. The City will award work to the lowest responsible bidder, considering factors such as past performance and technical capabilities. Though no precise budget range is specified, the $250,000 per-project maximum suggests a potentially significant opportunity for qualified plumbing contractors serving the Pittsburgh metropolitan area.
