About this opportunity

Morgan State University is requesting technical and price proposals for corrective and preventive maintenance and additional device installation of campus-wide security systems, with proposals due February 17, 2026 at 2:00 p.m. and a Minority Business Enterprise (MBE) participation goal of 21 percent.

The scope encompasses maintenance and ad hoc supply, delivery, and installation services for the Milestone Video Management System (approximately 1,551 cameras across 50 recording servers), CBORD access control systems (2,398 readers and 615 controllers), CBORD intrusion detection systems, ALE panic buttons, and emergency phones across 44 campus buildings. The contractor must provide 24-hour phone support, respond to emergency calls within four hours, and maintain system uptime at 99.9 percent or higher. Attic stock inventory requirements (35 line items with minimum quantities of two units each) include Axis fixed dome and panoramic cameras, Mercury Security components, Altronix power distribution equipment, LifeSafety Power battery backup systems, network infrastructure, and installation tools. Morgan State University declined a vendor request to cap liability at $5 million, determining the scope constitutes construction due to equipment and device installation, cabling requirements, and allowances for additional work; unlimited liability remains unchanged.

The contract term is three years with two optional one-year extensions. Liquidated damages are assessed at $150 per calendar day for non-compliance with project completion dates. The scope includes a $500,000 allowance for corrective repairs, new device installations, and programming. Technical proposals are scored on a 100-point scale (80 points for technical competence and past performance, 15 points for personnel qualifications, 5 points for work plan), with a minimum score of 80 points required to advance to fee evaluation. The project is funded through federal and state grants and bonds. Contractors must register with e-Maryland Marketplace, obtain Electronic Funds Transfer registration, maintain Maryland contractor's licenses, provide performance and payment bonds, and comply with prevailing wage requirements under Davis-Bacon Act and Maryland legislation (SB0433 and SB0492). Board of Public Works meeting is scheduled for April 1, 2026, with contract initiation April 2, 2026. No pre-proposal conference or site visit will be held. Questions were due February 4, 2026.
