About this file

This is Addendum No. 3 to a Request for Technical & Fee Proposals issued by Morgan State University in Maryland for corrective and preventive maintenance and additional device installation of campus-wide security systems (MSU Project Number: DCM-SecuMaint-25 1CO). The university seeks qualified offerors to maintain and support its Milestone Video Management System cameras, ALE panic buttons, emergency phones, CBORD intrusion detection systems, and CBORD access control systems across 44 campus buildings. The existing infrastructure includes approximately 1,551 CCTV cameras, 2,398 total access control readers, and 1,226 Mercury readers. The addendum, issued February 10, 2026, clarifies that technical and fee proposals are due February 17, 2026, at 2:00 pm. The university will provide available construction drawings, record drawings, and as-built documents to the awarded contractor after contract execution. The quantities listed in the Excel sheets are provided for maintenance scale, inspection, and licensing purposes only, with replacement handled on an as-needed basis rather than full replacement of all hardware.

The addendum clarifies that all devices will be inspected and tested after contract award, with replacement determinations made subsequently. Existing cabling and pathway infrastructure should be reused wherever feasible, and campus-wide re-cabling is not anticipated as part of the base scope. New terminations, power-over-Ethernet switch ports, patch panels, emergency device replacement, large-scale panel upgrades, network hardware replacement, and cabling remediation due to existing condition failures should be handled via allowances rather than included in the base bid. The official attic stock requirement is defined in the Excel spreadsheet, with listed quantities constituting mandatory minimums. No new IDF/MDF room construction is included in the scope of work. The university noted that IDF/MDF rooms lack a standardized layout across campus locations and that duplication in submitted documents is intentional.

ADDENDUM NO. 3

February 10, 2026

Technical & Fee Proposal Due Date: February 17, 2026 Technical & Fee Proposal Due Time: 2:00 pm

To All Prospective Offerors:

Please note the following changes, additions, and information presented in connection with the above-referenced project. The Prospective Offeror shall be governed accordingly and acknowledge in writing receipt of this Addendum No. 3 on the Addendum Acknowledgement Form. This addendum is hereby made part of the contract documents, which explains and/or corrects the original document.

ITEM NO. 1 QUESTIONS AND ANSWERS

Question No. 1 Are there any available construction drawings, record drawings, or as-built documents for the existing security systems (CCTV, Access Control, Intrusion Detection), including device layouts, pathways, cabling routes, and infrastructure? If available, will these be provided to proposers?

Answer Available documentation is limited. The University will provide proposers with any construction drawings, record drawings, and/or as-built documents that are currently on file for the existing security systems after contract is awarded.

Question No. 2 Is there a standardized or documented layout for existing IDF/MDF rooms across the 44 campus buildings? Please confirm:

● Whether all IT / security rooms are already built and operational

● The total number of IDF and MDF rooms across all locations http://www.morgan.edu/

● Whether any new IDF/MDF room construction is anticipated under this contract

Answer There is not a standardized layout for IDF/MDF rooms. The total IDF/MDF rooms across campus should not impact pricing. There is no new IDF/MDF room construction included in the Scope of Work.

Question No. 3 Please confirm whether all documents contained in “DCM-SecuMaint- 25-1CO_Attachments_FIN” are required to be fully completed by the Division 27/28 security vendor. Several pages appear repetitive—please clarify:

● Which documents are mandatory for submission

● Which are informational only

● Whether duplication across sections is intentional

Answer Please see page 4 of the solicitation, which provides a response to the first two bullet points of your question. Yes, the duplication was intentional.

Question No. 4 The Excel sheets list existing quantities and locations for campus systems, including approximately:

● 1,551 CCTV cameras

● 2,398 total access control readers

● 1,226 Mercury readers

Please confirm the intent of these quantity sheets:

● Are proposers required to quote full replacement of all listed hardware, cabling, labor, and licensing?

● Or are these quantities provided for maintenance scale, inspection, and licensing purposes only, with replacement handled on an as-needed basis?

Answer Quantities provided for maintenance scale, inspection, and licensing purposes only, with replacement handled on an as-needed basis.

Question No. 5 For existing devices, should proposers assume:

● All devices must be inspected and tested, with replacement decisions made after contract award, or

● That a predetermined subset of devices is expected to be replaced during the contract term

Answer All devices will be inspected and tested, and any replacement determinations will be made after contract award.

Question No. 6 Please confirm whether existing cabling infrastructure is expected to be reused wherever possible and that campus-wide re-cabling is not anticipated under the base scope.

Answer Yes, existing cabling and pathway infrastructure is expected to be reused wherever feasible, and campus-wide re-cabling is not anticipated as part of the base scope. Any re-cabling required due to failed cabling, code compliance issues, capacity limitations, or system changes would be addressed by as-defined repair/upgrade allowance items (or as a separate scope) rather than assumed in the base bid.

Question No. 7 For any new or replacement devices:

● Are new terminations, PoE switch ports, and patch panels expected to be included in the base bid?

● Or should these items be priced only through unit pricing and/or allowance usage?

Answer Should be priced through allowance usage which will be defined to meet the Scope of Work as mutually determined and will be submitted for University review and approval.

Question No. 8 There appears to be a discrepancy between the stock list contained in

“DCM-SecuMaint-25-1CO_Attachments_FIN” and a separate attic stock Excel sheet. Please confirm:

● Which document should be used as the official attic stock requirement

● Whether attic stock quantities listed are mandatory minimums or adjustable

Answer The Excel spreadsheet should be used officially, and quantities listed are mandatory minimums.

Question No. 8 To ensure consistent pricing among proposers, please confirm whether the following items should be included in the base bid or handled via allowance/unit pricing:

● Emergency device replacement

● Large-scale panel upgrades

● Network hardware replacement

● Cabling remediation due to existing condition failures

Answer Handled via allowances
