The Orange County Transportation Authority (OCTA) is requesting quotes for OC Access service coupon books on an as-needed basis with no guaranteed usage under a four-year term, with quotes due July 10, 2026. The budget is $40,000 for the entire four-year contract period. All submitting firms must certify that they are not subject to any Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government, including Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065; any sanctioned entity is ineligible to submit.
The scope covers production, printing, and delivery of OC Access Curb Service Fare coupon books with the option for OCTA to require additional coupon designs on an as-needed basis. Each book consists of 10 pages (double-sided) plus front and back covers, finished size 2" × 4", printed on 100# text stock for covers and 20# book stock for coupons. Books must be collated, trimmed, perforated, stapled, and bound with a 1/2" binding edge, banded in packs of 25, with full-color ink coverage and sequential numbering on both cover and individual coupons. Coupon books may include security features using pearlescent ink with the OCTA logo. OCTA estimates approximately 65,000 coupon books per year but reserves the right to change quantities and artwork at no additional charge. The vendor must provide ten samples prior to final production approval. Deliveries must be made to OCTA's Administrative Offices at 600 South Main Street, Orange, California, with one day advance notice, Monday through Thursday prior to 12 noon only.
Level 1 Health, Safety and Environmental Specifications apply; the contractor is responsible for compliance with all applicable federal, state, and local health, safety, and environmental requirements and must immediately notify OCTA's designated representative of all incidents. Commercial General Liability insurance with minimum $1,000,000 per occurrence and $2,000,000 general aggregate, Automobile Liability of $1,000,000 combined single limit, Workers' Compensation as required by California, and Employers' Liability with minimum $1,000,000 per accident and per disease are required. Proof of insurance must be submitted within ten calendar days of the agreement's effective date.
Evaluation is based entirely on cost (100% weight). Award will be made to the lowest responsive and responsible firm on a lump sum, firm-fixed price basis. OCTA reserves the right to make an award without further discussion. Written questions are due by 2:00 p.m. on June 29, 2026; OCTA will respond by addendum by July 1, 2026. The incumbent is Southland Printing. The contract term runs through June 30, 2030.
