About this file
This is a Price Summary Sheet Instructions document for the Orange County Transportation Authority (OCTA) Request for Quotes 250422 regarding OC Access service coupon books. The RFQ seeks quotes for the production, printing, and delivery of OC Access Curb Service Fare coupon books on an as-needed basis under a four-year term through June 30, 2030. Each coupon book consists of 10 pages (double-sided) plus front and back covers, finished size 2" x 4", printed on 100# text stock for covers and 20# book stock for coupons, with full-color ink coverage, sequential numbering, collation, trimming, perforation, stapling, and binding with a 1/2" binding edge. OCTA estimates approximately 65,000 coupon books annually but reserves the right to modify quantities and artwork at no additional charge. Vendors must provide ten samples prior to final production approval, and deliveries must be made to OCTA's Administrative Offices at 600 South Main Street, Orange, California, Monday through Thursday prior to 12 noon only. Written questions were due by June 29, 2026, with responses issued by July 1, 2026, and quotes were due July 10, 2026.
All submitted prices must be firm-fixed for the entire contract term, incorporating all direct costs, indirect costs, freight, and profit as specified in the Scope of Work. No price increases are permitted during the Blanket Purchase Order term, though all price decreases will automatically be extended to OCTA. Contractors must provide bona fide proof of cost increases and submit ninety days advance written notice to request any adjustment; retroactive adjustments are prohibited. Invoices must be itemized with all material costs and accompanied by supporting documentation for any part exceeding $500. Contractors guarantee that bid prices are equal to or less than prices offered to any other local, state, or federal government entity for equal or lesser scope services, and profit margins remain fixed throughout the contract term. The incumbent contractor is Southland Printing. Award is made to the lowest responsive and responsible firm on a lump-sum, firm-fixed price basis with a total budget of $40,000 for the four-year contract period.
