About this file
This is a Level 1 Health, Safety and Environmental Specifications exhibit for an RFQ issued by the Orange County Transportation Authority (OCTA) for OC Access service coupon books. The specification document establishes mandatory health, safety, and environmental compliance requirements that all contractors, subcontractors, suppliers, and employees must follow throughout the contract term. The contractor is responsible for identifying hazards, implementing appropriate controls, and maintaining safe working conditions at all project sites, bus yards, and rail facilities operated by OCTA. The specification requires compliance with all applicable federal, state, and local health, safety, and environmental regulatory requirements, and reserves the Authority's right to suspend work, remove personnel from site, or terminate the contract for repeated unsafe acts, serious violations, or non-compliance with safety standards.
The specification mandates immediate notification to OCTA's designated representative for all incidents, including property damage, Cal/OSHA recordable injuries and illnesses, first aid cases, near-miss incidents, environmental spills or releases, and regulatory agency inspections or visits conducted on Authority property. Verbal notification must be followed by a written preliminary incident report submitted to the Authority's Project Manager within 24 hours. Serious injuries, significant incidents, Cal/OSHA recordable injuries or illnesses, or significant near-miss events may require formal incident investigation and review at the Authority's direction. The specification emphasizes that these requirements are not all-inclusive and that the contractor bears sole responsibility for ensuring safe work execution and compliance with the intent of these safety specifications to protect people, property, and the environment.
