About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for a procurement of OC Access service coupon books. The project involves a four-year blank purchase order for a vendor to produce, print, and deliver coupon books from artwork provided by OCTA on an as-needed basis with no guaranteed usage. The estimated annual order volume is 65,000 ACCESS fare coupon books. The contract term extends to June 5, 2026, and the procurement was initiated by Pablo Rivera, Section Manager I. Written questions or clarifications regarding the opportunity must be submitted by 2:00 PM on June 29, 2026, with responses to be issued in a written addendum no later than July 1, 2026.

The total budget for the four-year contract period is $40,000.00, calculated based on an average yearly order of approximately $9,500 from 2022-2026, with future orders estimated at $10,000 annually to account for a 5 percent inflation rate through 2026. The ICE identifies the cost estimate as materials/services for the production and delivery of coupon books, with no direct labor, overhead, IT support, travel, or subcontractor costs included in the estimate. Award will be made to the lowest, responsive, responsible firm on a lump sum basis. By submitting a quote, firms certify compliance with all applicable Ukraine/Russia-related economic sanctions and agree to comply with all Equal Employment Opportunity Laws and Regulations.
