About this opportunity

The Orange County Transportation Authority is requesting quotes for five-gallon water bottle delivery and water cooler rental services under RFQ 250210, with quotes due April 3, 2026 at 11:00 a.m. and a question deadline of March 17, 2026 at 4:00 p.m. Award will be made to the lowest responsive and responsible firm on a firm-fixed-price, lump-sum basis. No set-asides, preferences, or DBE goals apply.

The scope requires delivery of an estimated 120 to 150 five-gallon bottles every two weeks with empty bottle pickup service across two facilities: the Authority Administration Building (600 South Main Street, Orange, California) and the Orange County Taxi Administration Program facility (11903 Woodbury Road, Garden Grove, California). The vendor must provide and maintain 21 hot/cold water cooler dispensers at no additional charge, with replacement units furnished as needed. Specific delivery and cooler-placement locations are designated by floor and room throughout both facilities. OCTA will provide storage crates and building access cards to the vendor; vendors are responsible for a $30 replacement fee for lost access cards. Firms must bid on all line items in the pricing proposal to be considered responsive.

The total budget is $50,000 over a three-year term effective July 1, 2026 through June 30, 2029 ($16,666 for FY26-27, $16,666 for FY27-28, $16,668 for FY28-29). Prices must be firm-fixed for the entire contract term; no price increases are permitted unless the vendor provides 90 days' advance written notice and bona fide proof of cost increases. All price decreases will automatically be extended to the Authority. The incumbent is Agua y Salud under Contract C32245.

Evaluation is based solely on cost (100% weight). Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), California Workers' Compensation with Waiver of Subrogation, and Employers' Liability ($1,000,000 per accident and per disease). Proof of insurance must be received within ten calendar days of the agreement's effective date. All firms must certify compliance with Ukraine/Russia-related economic sanctions and Equal Employment Opportunity Laws and Regulations. OCTA reserves the right to award without further discussion. Written responses to questions will be issued by March 20, 2026, and award is anticipated June 1, 2026.
