About this file
This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for a procurement of five-gallon water bottles and water cooler rentals. The procurement is structured as a three-year Blanket Purchase Order (BPO) effective July 1, 2026 through June 30, 2029. The OCTA requests quotes to provide bottled water service to multiple facilities including the administration building and Garden Grove warehouse Lost and Found office. The total estimated budget for this three-year term is $50,000. Questions or clarifications regarding the procurement must be submitted in writing no later than 4:00 p.m. on March 17, 2026, with the Authority committing to respond with a written addendum by March 20, 2026.
The cost estimate of $50,000 is based on historical purchase data from contract C32245, representing the direct materials and services cost with no direct labor or overhead charges applied. The award will be made to the lowest responsive and responsible firm on a lump sum basis, and firms must bid on all line items in the pricing proposal to be considered responsive. By submitting a quote, firms certify compliance with all applicable economic sanctions, including those related to Ukraine/Russia activities, and agree to comply with Equal Employment Opportunity Laws and Regulations. The procurement may result in an award without further discussion or negotiations. All firms must acknowledge and agree to the terms and conditions outlined in Exhibit C, the Orange County Transportation Authority General Provisions.
