About this file

This file consists of email correspondence between the Orange County Transportation Authority (OCTA) Construction Safety Specialist and Contracts Administrator regarding the safety specifications for Request for Quote (RFQ) 250210 for five-gallon water bottles and water cooler rentals. The RFQ seeks quotes for water bottle and cooler rental services with a three-year contract term effective July 1, 2026 through June 30, 2029. The request includes a budget of $50,000 for the entire three-year period. Written questions or clarifications must be submitted by 4:00 p.m. on March 17, 2026, with responses to be issued via written addendum no later than March 20, 2026. The award will be made to the lowest responsive and responsible firm on a lump sum basis.

The email chain confirms that the safety specification should be classified as Level 2, as approved by the OCTA Construction Safety Specialist. The correspondence indicates that the vendor will be delivering water only and will not be performing any work directly for the Authority, which influenced the safety specification classification decision. Firms must bid on all line items in the pricing proposal to be considered responsive; failure to do so will result in rejection. All bidding firms must comply with applicable Equal Employment Opportunity Laws and Regulations, as well as certify that they are not subject to any Ukraine/Russia-related economic sanctions imposed by California or the U.S. Government. Award may be made without further discussion.

Hi Erik, Just to Clarify – the safety spec was for level 1, did you mean to say level 1? Or do I need to update the language to level 2 safety spec?
