About this opportunity

The District of Columbia Government, through its Department of General Services (DGS), is issuing a Request for Proposal (RFP) for comprehensive Property Management Services at the Francis L. Cardozo Education Campus located at 1200 Clifton Street, NW, Washington, DC. The solicitation seeks a single qualified contractor to provide facility Operations, Maintenance, and Repair Services (OM&R) for a 354,100 square foot campus housing the Academy of Construction and Design and the TransSTEM Academy. The contract will have a base period from contract execution through September 30, 2025, with options to extend for four additional one-year periods, potentially totaling five years. Key deliverables include managing building systems, performing routine maintenance, responding to service calls, and maintaining optimal staffing levels for a facility that operates Monday through Saturday with specific operating hours. Evaluation will be based on technical and price proposals, with a pre-proposal virtual webinar scheduled for August 14, 2024, and a mandatory facility site visit on August 15, 2024. Electronic proposals are due on September 16, 2024, at 10:00 a.m. EST, with the intent to award to the most advantageous bidder.

The contract is specifically designated as a Certified Business Enterprise (CBE) set-aside, requiring at least 35% of the contract's dollar volume to be subcontracted to qualified small business enterprises. The facility, which received LEED Gold Certification in 2014, includes sophisticated energy-efficient mechanical, plumbing, and electrical systems that will require expert management. The contract includes a comprehensive pricing structure with firm-fixed monthly service rates and a not-to-exceed Owner-Directed Allowance of $250,000 per contract period, with supplemental time and material services priced at direct labor hourly rates. The facility currently uses a Siemens Building Automation System with proprietary controllers and includes complex infrastructure such as three elevators, five lifts, two 800-ton cooling towers, and various specialized systems including a pool and fitness center equipment. Existing maintenance staff consists of 2-3 personnel, and the contractor will be responsible for maintaining all building systems, including HVAC, electrical, plumbing, life safety, generator, and elevator infrastructure. The campus serves approximately 300-500 students and staff daily, with potential summer program operations.
