About this opportunity
The Oregon Health Authority is requesting grant proposals to address the opioid crisis across five funding categories—Primary Prevention, Overdose Prevention and Risk Reduction, Treatment, Recovery, and Innovative Research—with proposals due December 17, 2026 at 4:00 PM Pacific Standard Time. Pre-proposal informational webinars are scheduled throughout October and November 2026 in English and Spanish.
Eligible proposers include local governments, behavioral health and healthcare providers, community-based and nonprofit organizations, academic institutions, and organizations serving tribal community members. State agencies and the nine federally recognized tribes in Oregon are ineligible due to prior direct allocations but may participate as partners. Applicant organizations must be physically located and legally registered in Oregon, and projects must primarily serve Oregon residents. Funding must support new projects or expand or enhance existing work rather than replace or duplicate existing state, local, tribal, or private funding.
Two funding tiers are available: Tier One ($25,000–$75,000, approximately $2.7 million with estimated 36–55 awards) for smaller organizations and capacity-building work, and Tier Two ($100,000–$500,000, approximately $10.8 million with estimated 21–45 awards) for larger multi-component projects. Total funding available is $13.5 million. Tier Two prioritizes innovative approaches with a minimum of $1.3 million dedicated to each of the four primary funding categories.
The grant period runs July 1, 2027 through June 30, 2029. OHA's overarching goals are to reduce substance use and substance use disorders, reduce deaths related to substance use, and reduce disparities and inequities related to substance use. Allowable costs include personnel, materials, supplies, capital expenditures up to $250,000, culturally and linguistically responsive services, outreach and engagement, contractor services, training, and travel, with indirect costs capped at 15 percent of total direct costs. Unallowable costs include naloxone and harm reduction supplies (available through the Save Lives Oregon Clearinghouse), major construction, and services billable to Medicaid or Oregon Health Plan. Proposals are evaluated using a three-step process: eligibility screening, proposal scoring against a 27-point rubric, and selection panel review considering funding category distribution, geographic coverage, and service to populations experiencing substance use disparities. Intent to Award notices are expected by approximately April 30, 2027.
