About this file
This file is an application questions document for the Opioid Settlement Community Grants (RFGP 6312) administered by the Oregon Health Authority (OHA) in partnership with the Alcohol and Drug Policy Commission (ADPC). The grant program solicits proposals from organizations addressing the opioid crisis through five funding categories: Primary Prevention, Overdose Prevention and Risk Reduction, Treatment, Recovery, and Innovative Research. Applicants must submit proposals through a Smartsheet application form containing four sections: Project Overview, RFGP Strategy Alignment, Project Narrative Questions, and required Attachments. The application requires basic project information including organization identification, project name, funding tier selection, service counties, languages offered, target populations, and estimated number of people served between July 1, 2027, and June 30, 2029. Required narrative responses address project purpose and goals, identified gaps in existing resources, population served, alignment with ADPC's 2026-2030 Comprehensive Plan, evidence-based approach, organizational experience, infrastructure capacity, and sustainability plans after funding ends.
The grant opportunity offers two funding tiers: Tier 1 ($25,000-$75,000) for smaller organizations and capacity-building work, and Tier 2 ($100,000-$500,000) for larger multi-component projects. Funding derives from the opioid settlement and is intended to support organizations serving diverse communities and populations, including Black or African American communities, American Indian or Alaska Native communities, Hispanic or Latino communities, immigrant and refugee populations, rural communities, individuals involved in the legal system, pregnant and postpartum people, youth and young adults, and older adults. All applicants must submit completed Project Plans, budgets with narratives, letters of commitment from collaborative partners if applicable, and signed proposer acknowledgments and compliance forms. Proposals are evaluated using a scoring rubric available in the RFGP Appendix 2, with projects required to align with at least one funding category and corresponding eligible strategy outlined in the RFGP.
