About this file
This file is an appendix to a Request for Grant Proposals (RFGP S-44300-0001737/6312) issued by the Oregon Health Authority (OHA) for Opioid Settlement Community Grants. The appendix provides definitions of key terms used throughout the grant opportunity to ensure consistent understanding among proposers. The RFGP solicits proposals across five funding categories designed to address the opioid crisis: Primary Prevention, Overdose Prevention and Risk Reduction, Treatment, Recovery, and Innovative Research. OHA's overarching goals are to reduce substance use and substance use disorders, reduce deaths related to substance use, and reduce disparities and inequities related to substance use. The document establishes terminology related to program delivery approaches, including culturally responsive practices, evidence-based and evidence-informed strategies, drug checking services, and overdose prevention and risk reduction interventions.
The definitions provided establish critical framework elements for grant applicants, including specifications for program monitoring, outcomes measurement, and research methodologies. Key definitions include geographic classifications such as "remote" (six or fewer people per square mile) and "rural" (ten or more miles from population centers of 40,000 or more) to support equitable funding distribution. The appendix defines organizational requirements, including the role of fiscal sponsors as 501(c)(3) nonprofit organizations providing financial oversight and administrative support. The terminology emphasizes the integration of community knowledge, lived experience, and professional expertise in program design and implementation, reflecting a commitment to culturally responsive and community-centered grant funding.
