About this opportunity
The City of Long Beach Department of Public Works is procuring 51 rectangular rapid flashing beacon (RRFB) systems, pedestrian signage, and perforated square signposts for installation at uncontrolled, marked crosswalks, with proposals due September 25, 2025 under ITB PW-25-624. A local preference of up to 10% price reduction (evaluation only) applies to Long Beach-based vendors holding current City business licenses; the Equal Benefits Ordinance applies to contractors with contracts valued at $100,000 or more.
The scope comprises 31 top-of-pole mounted RRFB systems and 20 side-of-pole mounted systems (51 total), each including a solar engine assembly (Carmanah R920 Series or equivalent), two light bars, one yellow pedestrian pushbutton with R10-25 signage, and associated mounting hardware. Bid item #2 covers 20 side-of-pole systems for existing light poles. Bid item #3 includes 51 pedestrian sign mount kits with two W11-2 signs (36" × 36", High Intensity Prismatic sheeting) and W16-7pR/W16-7pL signs (24" × 12", HIP sheeting). Bid item #4 specifies 31 perforated square signposts at 13 feet height. All systems must ship together. Pedestrian pushbuttons shall emit audible tones but not voice messages. The solar engine assembly (including batteries, excluding beacons and pushbutton) must not exceed 20 pounds; the system requires a 15-watt solar panel and 12V 14Ah batteries with quick connections. The RRFB must support field-adjustable flash duration from 10 to 60 seconds, ambient brightness auto-adjustment, and wireless settings updates across units on the same radio channel, and comply with SAE J595 Class I specifications.
The contract term is two years with City Manager option to renew for three additional one-year periods (maximum five-year total). Warranty covers all parts and workmanship for a minimum of one year from acceptance, with repair warranty of at least three years. Payment is issued within 30 calendar days of receipt of proper invoice. Place of performance is 970 West Chester Place, Long Beach, California 90813, with minimum 24-hour advance delivery notice required. Questions are due August 24, 2025; Q&A responses post September 10, 2025. A Notice of Intent to Award was issued October 20, 2025 to NexTechnology Systems, LLC (DBA NexTech Systems, Inc.), though bid-recap documentation indicates Traffic & Parking Control Co., LLC was the lowest responsive bidder. Keisha Sanker, Procurement Analyst I, (562) 570-6895, rfppurchasing@longbeach.gov.
