About this opportunity
The City of West Hollywood is requesting sealed bids for the In-Roadway Warning Lights Project (CIP 2605), with bids due October 14, 2026 at 5:00 p.m. via Planet Bids. The successful bidder must hold a valid California State Contractor's License Class A at bid submittal—the core eligibility filter.
The scope encompasses furnishing all materials, equipment, tools, labor, and incidentals for installation of rectangular rapid flashing beacons, curb extensions, curb ramp improvements, striping, signage, fire hydrant relocation, streetlight relocation, and new signal cabinets and controllers. All bidders and subcontractors must provide valid Certificates of Reported Compliance from the California Air Resources Board demonstrating compliance with In-Use Off-Road Diesel-Fueled Fleets Regulations, effective January 1, 2024.
The project is subject to prevailing wage requirements under California Labor Code Section 1773.2, with rates on file at City Hall. Contracts valued greater than $750,000 are subject to a Project Labor Agreement. Bidders must submit a certified or cashier's check or bidder's bond equal to at least 10% of the total bid price. The City will deduct 5% retention from all progress payments, though contractors may substitute an escrow holder surety of equal value. Bids will be electronically opened and made available online following the submission deadline. The contract will be awarded to the lowest responsible bidder. Bidders may not withdraw bids for 90 days after bid opening, and the City reserves the right to reject any or all bids and will hold bids under advisement for 90 days. No pre-bid meeting is scheduled.
