About this file
This is Addendum No. 3 to Invitation to Bid (ITB) No. PW-25-624 issued by the City of Long Beach Department of Financial Management for Rectangular Rapid Flashing Beacons (RRFBs). The addendum provides clarifications to the original ITB through a question-and-answer format addressing proposer inquiries. The project involves the installation of 51 RRFB systems across 25 crosswalks within Long Beach, California. Of these systems, 24 crosswalks require two RRFB systems each, while one crosswalk requires three systems (with one unit positioned in a pedestrian refuge median). All systems will include back-to-back light bars with no single-sided configurations. Bid item #1 encompasses 31 top-of-pole mounted RRFB systems, each including one solar engine assembly, two light bars, one yellow pedestrian pushbutton with an R10-25 sign (9" x 12"), and necessary perforated square sign post mounting equipment. Bid item #2 covers 20 side-of-pole mounted RRFB systems for existing light poles, each with identical components except utilizing street light pole mounting equipment. Proposers must acknowledge receipt of the addendum by signing and submitting it with their proposal, as failure to do so may result in disqualification.
Bid item #3 includes 51 mount kits for pedestrian signage and two W11-2 signs (36" x 36", yellow, High Intensity Prismatic sheeting), plus W16-7pR and W16-7pL signs (24" x 12", yellow, HIP sheeting). Bid item #4 specifies 31 perforated square sign posts at 13 feet in height with no sleeve or anchor assembly required. Pedestrian pushbuttons shall emit an audible tone but not voice messages upon activation. All items must be shipped together. The addendum clarifies that if solar or shading issues arise at planned crosswalk locations, the City will address them through reallocation of RRFB systems to unaffected sites rather than requiring larger solar panels or batteries. Proposers are reminded that only official written communications from the City Contact or Alternate City Contact are binding; oral communications and information outside the specified communication process will not be honored.

NOTICE TO PROPOSERS
ADDENDUM NO. 3: Questions & Answers
ITB No. PW-25-624 Rectangular Rapid Flashing Beacons
This addendum changes and supersedes the language in the original ITB. Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.
The City would like to remind Proposers that pursuant to Section 3 of the ITB, the City will not be responsible for or bound by (1) any oral communication or (2) any other information or contact that occurs outside the official communication process specified in the ITB, unless confirmed in writing by the City Contact or Alternate City Contact.
The questions and answers are as follows:
1. Q: For the Rectangular Rapid Flashing Beacon (RRFB) systems, can you please confirm if each system is back-to-back light bars per assembly, or are there any single-sided systems needed?
A: All systems will include back-to-back light bars. There will be no single-sided systems.
2. Q: The bid references 27 crosswalks. If each location requires two systems, that will total 54 systems (assuming none of the locations include medians needing RRFBs), but the bid only specifies 51 systems. Can you please confirm whether the quantity of 51 is correct?
A: The quantity of 51 is correct. The RRFB systems are to be installed at 25 crosswalks, 24 crosswalks that require two RRFB systems and 1 crosswalk that requires three RRFB systems (as one will be located in a pedestrian refuge median).
3. Q: Do you have a list of the 27 crosswalk locations where the RRFBs will be installed? We would like to perform a solar/site review to confirm there are no shading issues that could affect the R920-E solar system. If there are shading issues and larger solar panel/batteries are needed at certain sites, how should we address this in our bid?
Addendum # 3 ITB PW-25-624
A: If there are solar/shading issues at any of the planned crosswalk locations, the City will address through reallocation of the RRFB systems to crosswalks without solar/shading issues. Please assume that larger solar panels/batteries are not needed.
4. Q: For bid item #1, please confirm whether the item consists of one solar assembly with top square post mount, two light bars and one pushbutton.
A: Bid item #1 is for 31 top-of-pole mounted RRFB systems, each of which should include one solar engine assembly, two light bars, and one pedestrian pushbutton (with R10-25 sign). All necessary perforated square sign post mounting equipment should be included for these components.
5. Q: For bid item #2, please confirm whether the item consists of one solar assembly with Side of Pole mount for existing light poles, two lights bars, and one pushbutton?
A: Bid item #2 is for 20 side-of-pole mounted RRFB systems, each of which should include one solar engine assembly, two light bars, and one pedestrian pushbutton (with R10-25 sign). All necessary street light pole mounting equipment should be included for these components.
6. Q: For the pushbuttons, please confirm that you do NOT want the pushbutton with an annunciating voice message, and that you only want an audible “beep” once activated.
A: The pedestrian pushbuttons shall emit an audible tone when activated. The pedestrian pushbuttons shall not emit a voice message.
7. Q: For the pushbuttons, please confirm that you want yellow, black, or green, and if you want the R10-25 frames and signs to be 9x12” or 5x7”.
A: The pedestrian pushbuttons shall be yellow. Accompanying R10-25 signs shall be provided and sized 9” x 12”.
8. Q: For bid item #3, what size, sheeting and color should the signs be?
A: The two W11-2 signs shall be sized 36” x 36”, yellow in color, with High Intensity
Prismatic (HIP) sheeting. The W16-7pR and W16-7pL signs shall be sized 24” x 12”, yellow in color, with HIP sheeting.
9. Q: For bid item #3, please clarify what is needed for the “mount kit”.
A: The 51 mount kits for the pedestrian signage should be all components necessary to mount the signs at their intended location, 31 on perforated square sign posts and 20 on street light poles.
10. Q: For bid item #4, please clarify the height of the square signposts and whether a sleeve/anchor assembly is required for the 2” square posts. If you have a specification sheet, could you please provide that as well?
A: The perforated square sign posts should be 13’0” in height. No sleeve/anchor assembly is required. The following diagram provides a typical configuration.
11. Q: For shipping purposes, could you please clarify whether all items will ship at once?
A: All items should be shipped together.
