About this opportunity
Orange County, Florida is requesting sealed proposals for Recovered Materials Processing Services under RFP Y26-1014-KK, with responses due October 1, 2026 at 4:00 p.m. EST via the OpenGov e-Procurement Platform. A non-mandatory pre-proposal conference is scheduled for August 26, 2026 at 1:30 p.m. virtually. Questions must be submitted by September 2, 2026 at 5:00 p.m. EST.
The scope requires operation of a Materials Recovery Facility (MRF) to receive, weigh, process, and market single-stream recyclable materials from the County's residential recycling program and the City of Orlando. The designated MRF must be contractor-owned and permitted, located within fifteen miles geodesic distance from Orange County Offices at 5901 Young Pine Road, Orlando, Florida 32829. The facility must process a minimum of 6,750 tons monthly and 81,000 tons annually, accommodate simultaneous unloads from two county hauler vehicles within a twenty-minute turnaround, and clean and market three-mix MRF glass above 3/8 inches. Current volumes average approximately 5,000 tons per month with expected growth as county population increases. The contractor must obtain all required environmental permits and provide Commercial General Liability insurance of $5,000,000 and Pollution Liability insurance of $2,000,000.
The contract term is 15 years commencing on or before January 1, 2030, with two optional five-year renewal periods. The contractor receives a Processing Fee per ton of delivered materials and shares revenue from recovered material sales at 85% County / 15% Contractor. Historical data from 2016–May 2026 shows accepted tonnage ranging from 8,752 to 56,830 tons annually, with acceptance rates reaching 96% by tonnage in 2025 and allowable contamination at 30%.
Proposers must meet minimum qualifications of three years' experience processing substantially similar services with a minimum of 30,000 tons of single-stream recyclables annually. Proposals must address facility qualifications, financial strength and risk assessment, technical approach (maximum 63 pages plus diagrams and schedules), three to five municipal references verifying RMPF services within North America for minimum twelve continuous months in the past five years, and designated MRF location documentation. A Proposal Bond of $75,000 is required at submission; a Performance Bond equal to one-fifteenth of total contract award amount is due upon notice of award. The incumbent is Waste Management Inc. of Florida under Contract Y3-1021.
