About this opportunity
The City of Long Beach Department of Public Works is procuring construction services for replacement of the Marine Maintenance Yard Dock at 6204 E. 2nd Street under R-7235, with bids opened July 29, 2024, at 2:00 p.m. The project is subject to prevailing wage requirements under California Labor Code § 1720 and a Citywide Project Labor Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council, imposing a 40% local hiring goal and a 10% transitional/veteran worker hiring goal.
The scope encompasses removal of two existing 14.5' × 59' concrete docks, a steel gangway, gangway hinge, concrete staircase, and potable waterline, with installation of a new singular 14.5' × 59' concrete dock (855.5 square feet), 4' × 45' aluminum gangway, concrete abutment, 3/4-inch copper potable waterline with utility rack, aluminum guardrail (approximately 7.5 linear feet), and 18-inch steel guide pile HDPE sleeve repair. Concrete dock design requires 5,000 PSI minimum concrete (Type II/V) with post-tensioning, epoxy-coated reinforcement steel, and sustains a 100 PSF uniform live load with maximum 18-inch draft under dead load only. The aluminum gangway must support 100 PSF distributed live load with deflection not exceeding L/120 of span and comply with ADA guidelines. Steel pile repair requires SeaShield 525 Epoxy Coating or approved equal applied to the top 20 feet using high-pressure water blasting at minimum 3,500 psi, with diving work performed by certified divers and turbidity curtain required.
Bidders must hold a valid California Class A General Engineering Contractor license and demonstrate qualifications through evidence of at least two successfully completed reinforced concrete dock projects within the last five years with a combined minimum 1,000 square feet of installed concrete docks. The contractor must achieve a minimum 50% self-performance threshold. All contractors and subcontractors must register with California's Department of Industrial Relations prior to bid opening. A 10% bid bond and performance and payment bonds upon contract award are required.
The engineer's estimate is $1.0 million with a project schedule of approximately 130 work days from Notice to Proceed. Two responsive bids were received: Jilk Heavy Construction, Inc., at $728,960.00 (88.12% self-performance) and The Dutra Group at $1,133,000.00 (95.15% self-performance). Three addenda were issued between June 27 and July 19, 2024, addressing design clarifications, pile repair specifications, aluminum finishes, and concrete dock loading parameters. Anticipated award was late August 2024.
