1. SPECIFICATIONS:

DIVISION A:

RECEIPT OF BIDS: Bids will be accepted on behalf of the City, Owner of the work, until 2:00 p.m. on Monday, July 22, 2024.

2. REQUEST FOR INFORMATION:

Question 1: Detail 6 on page 7 shows a new pile sign. What type of backing material is required for this sign (wood, aluminum, stainless steel)? Is the sign only for the two piles that are being left with no dock attached or is it also supposed to go on the pile that will have a pile guide around it? Finally, is stainless steel banding acceptable for attaching in lieu of hose clamps?

Answer: Backing material for the sign shall be fiberglass or aluminum sign (18”x12”) and reflective. The sign is just for the 2 concrete piles. Stainless steel banding is preferred. If the sign is aluminum, separate aluminum from SS. The contractor will be required to submit a signage submittal.

Replace Detail 6, Sheet 7 of 7 with the following sign:

Question 2: There is no repair called out in the plans for the steel pipe pile at the North end of the dock. At the job walk it was observed that this pile is in pretty bad shape.

Please confirm that the contractor is only to protect the pile in place with no refurbishment. Also please confirm that the contractor can assume that the pile is sufficient to secure the dock for dock design purposes.

Answer: The City acknowledges that the piles are in poor condition. A pile repair plan for the Contractor is in development and will be provided in a follow-up Addendum No.

2.

Question 3: In order to construct the project, can the Contractor use up to ½ of the Davies boat launch ramp in order to remove the old docks from the water and place the new docks into the water?

Answer: Yes.

Question 4: Will the City provide a laydown area in the adjacent Davies Launch Ramp parking lot for the contractor to have a fenced laydown area? Will the contractor have to pay anything for using this area or for employee parking for this project?

Answer: Yes, a portion of the Davies Parking Lot can be reserved for a laydown area.

Fencing to be provided by contractor. Limited employee parking will be provided in the Davies parking lot at no cost to the contractor.

Question 5: Drawing sheet 2 of 7 Aluminum Gangway Requirements, note #7 last sentence says the "Aluminum beams to be sandblasted for a non glare finish". The sentence before says the "Aluminum railing (except Posts) to receive a brushed finish".

Leaving the aluminum structure mill finish (except the deck) is the better way to go.

When the aluminum is sandblasted it will open it up to staining from oils in bird droppings, oils on skin and other environmental staining leaving the gangway discolored after a period of time. Do you just want the truss chords sandblasted as stated in note #7?

Answer: This is a maintenance facility, so polished finishes are not required. Replace Note #7 with: TOP OF ALUMINUM DECKING SHALL BE RIBBED AND

SANDBLASTED TO PROVIDE A COMMERCIAL NON-SKID SURFACE. ALL

OTHER ALUMINUM MEMBERS TO BE MILL FINISH.

Question 6: It appears that at least the USACE permit will expire prior to starting the new dock installation. Will the City be responsible for getting permit time extensions?

Answer: The USACOE Letter of Permission expires on September 15, 2024. The City will be responsible for submitting an extension request before August 15, 2024.

Question 7: Does the contractor need to provide the caulerpa & eel grass surveys?

Answer: No.

Question 8: Will the contractor need to provide any as-built survey or will as-built drawing be sufficient without survey (note: there is no pile installation on this project)?

Answer: Contactor will be responsible for as-built drawings. As-Built survey not required.

Question 9: Specification section 7-10.6 requires various project signage be installed?

Does the contractor have to install the signage required in this section? If so, where is the signage to be installed?

Answer: Yes, signage installation is required. Location to be coordinated with the with the City. Contractor can assume signage will be installed within 500 feet of the project site on an existing sign post, fence or other existing location.

Question 10: Specification section 7-10.6 requires the contractor to notify resident and businesses facing or siding the construction area. Does the contractor need to notify any residents or businesses about this project?

Answer: Contractor to work with City of Long Beach Project Manager to provide 10 days advanced notice prior to mobilizing to the site. Coordination for use of Davies Launch Ramp is required, the City will prepare notifications.

Question 11: Specification section 7-10.6.1 & 7-10.6.2 require the installation of Windscreen/Graphic Fence Wrap on temporary fence. Will the contractor be required to provide windscreen/Graphic Fence Wrap on all temporary fence on this project?

Answer: If the contractor chooses to utilize the Davies Launch Ramp for a laydown area, then yes, windscreen graphic fence wrap is required. The City will provide the graphic artwork.

Question 12: On plans page G-1 under “Structural Observation” it requires certain part of the project be observed by a licensed civil/structural engineer. Who will be providing (and paying for) the licensed civil/structural engineer? Is the contractor’s only responsibility to notify the City’s representative when the listed activities will occur and ensure access for the City’s licensed engineer?

Answer: The City will provide structural observation. Yes, it is the contractor’s responsibility to notify the City’s representative when the listed activities will occur and to ensure access for the City’s representative.

Question 13: During the site job walk it was mentioned that this project had a PLA (Project Labor Agreement) requirement due to the Engineers Estimate being greater than the $750,000 threshold. If, the bidding contractor turns in a bid less than $750,000, will the Project Labor Agreement requirement be removed from the bid?

Answer: Yes, as long as the bid price plus contingency cost is less than $750,000.

Question 14: Specifications, Part 2-Products, 2.01 Concrete Floats, C Special Float Requirements, 1.- States “ Float modules shall have a minimum deck thickness of 2” and a minimum sidewall and end wall thickness of 1.5” and a minimum bottom thickness of 1.5”. The specifications contradict the plans. The specifications are more in line with a typical float. Please confirm the specifications prevail over the plans for this item and any other area.

Answer: Confirmed, specifications take precedence over plans.

Question 15: Specifications, Section 35 51 13.20- Floating Concrete Piers, 9- States “Draft of float modules shall not exceed 18””. This may not be possible with given the load requirements and freeboard requirements. Can the city confirm that it is up to the float manufacture to determine the draft of the floating docks in order to meet the freeboard and load requirements of the RFP? Can the dock manufacture assume that

Department of Public Works 411 West Ocean Boulevard, 5th Floor Long Beach, CA 90802

(562) 570-6383 this is not a “prescriptive” design and is free to produce a concrete dock system using standard methods as long as it becomes a monolithic structure (ie. Match Cast system) and conforms to the overall length/width of the dock shown on the plans?

Answer: The 18” draft restriction is due to limited water depths. The float manufacturer is responsible for float design to meet the freeboard requirements and the maximum draft of 18” under the prescribed loading cases. See response to Questions 20 below.

Question 16: Can the city confirm that in the event the specifications contradict the plans, the specifications prevail?

Answer: Specifications take precedence over plans.

Question 17: Specifications, Section 35 51 13.20- Floating Concrete Piers, Concrete Mix Design, G- States” The water/cement ratio shall not exceed 0.45”. The specifications contradict the plans on mix design. Please confirm that the mix design is what is shown in the specifications, which is in line with a typical floating concrete dock mix design.

Answer: Confirmed, specifications take precedence over plans.

Question 18: Specifications, Section 35 51 13.20- Floating Concrete Piers, Concrete Mix Design, J Special Requirements, 2 C.- States” Reinforcement and reinforcement supports shall be epoxy coated after fabrication per ASTM A 775”. This contradicts the plans. Please confirm that reinforcement for the floating dock system shall be epoxy coated per ASTM A775 which is in line with typical concrete floating dock construction.

Is the ASTM A934 in the plans for the concrete abutment only?

Answer: Concrete floating dock and abutment reinforcement steel shall meet ASTM A775 for epoxy coating.

Question 19: Specifications, Section 35 51 13.20- Floating Concrete Piers, 2.06 Waler, B- States using two 3” x 8” for cleats but the plans show inserts in the concrete for cleats.

Are the cleats to be installed in the waler or concrete? Or is this up for the manufacture to determine?

Answer: It is up to the manufacturer. If cleats are installed in the concrete, then inserts must be installed. If installed in the waler, then they must be through bolted.

Question 20: Plans, Sheet G-1, Design Criteria, C- States “100 psf Live Load” and 500 lb point load. This cannot be done without having a deeper draft/higher freeboard than what’s on the plans. Will you accept a minimum 50 psf which is higher than DBAW standards? The only way to get to 100 psf is to increase the freeboard or reduce the liveload to 50 psf.

Answer: Contractor to reduce live load to 50 psf. Point load remains 500 lbs. Concrete floating dock draft must be 18” or less.

Question 21: Plans, Sheet G-1, Concrete Misc, 1- States concrete is “Post-Tensioned”.

This confirm the post-tensioning is for the Floating Concrete Dock only and Not for the abutment (the plans do not specify)?

Answer: Remove “Concrete (Misc.), Note 1 – Shall be post tensioned”.

Question 22: Plans, Sheet G-1, Concrete Misc, 3—States 3” minimum reinforcement cover”. Please confirm that this is for the Abutment Only.

Department of Public Works 411 West Ocean Boulevard, 5th Floor Long Beach, CA 90802

(562) 570-6383

Answer: Correct. 3” minimum reinforcement cover applies to the abutment.

Question 23: Plans, Sheet G-1, Structural Observations- States “ During Construction, Intermittent Structural Observations shall be performed by a licensed civil structural engineer at various stages during construction. Will the city be providing this structural engineer or is this up to the contractor to provide?

Answer: The City will provide Structural Observations.

Question 24: Plans, Sheet 6 and 7- Show two floating docks but the specifications state “monolithic post tensioned system”. Please confirm that the intent of the floating dock system shall a post-tensioned concrete system which when assembled and post-tensioned will make a solid monolithic structure but the manufacture can determine the module layout best suited for transportation purposes in order to meet the overall layout dimensions and float dimensions?

Answer: Correct and correct.

Question 25: Plans, Sheet C-2, Detail A- States “Flotation as Necessary for FBD Performance”. Please confirm that the drawings are not prescriptive and the floating dock manufacture can build for FBD Performance.

Answer: The float manufacturer is responsible for float design to meet the freeboard requirements and the maximum draft of 18” under the prescribed loading cases.

Question 26: Plans, Sheet C-2, Detail B- Show a single 4” x 8” waler and the cleats with inserts in concrete. This differs from the specifications. Can the floating dock manufacture determine in order to make sure the calculations work out correctly or are we to build per the plans?

Answer: It is up to the manufacturer. If cleats are installed in the concrete, then inserts must be installed. If installed in the waler, then they must be through bolted.

Question 27: According to the regulatory permits, pre/post eel grass surveys shall be conducted. Who is responsible for the eel grass surveys and ALL permit compliance?

Answer: City of Long Beach will provide eelgrass surveys, environmental monitoring and permit closure. It is the contractor’s responsibility to comply with all permit requirements.

Question 28: The Drawing 2 of 7, note 7 under Aluminum Gangway says "aluminum beams to be sandblasted for a non glare finish". Specification section 05 51 00 Aluminum Gangway, Part 2.11 Finishes, General says that "All exposed surfaces of the gangways, ramps and railings, except guardrails and handrails shall be sandblasted...".

Aluminum beams (Top and bottom chords) are part of the guardrail. Sandblasting the aluminum removes the mill finish and opens the aluminum up to staining from oils in bird droppings and other environmental staining. Will you approve mill finish for the gangway structure and just sandblast the deck?

Answer: This is a maintenance facility, so polished finishes are not required. Replace Note #7 with: TOP OF ALUMINUM DECKING SHALL BE RIBBED AND

SANDBLASTED TO PROVIDE A COMMERCIAL NON-SKID SURFACE. ALL

OTHER ALUMINUM MEMBERS TO BE MILL FINISH.
