About this file

This is an Addendum No. 2 to Plans and Specifications No. R-7235 issued by the City of Long Beach, California Department of Public Works for the Marine Maintenance Yard Dock Replacement project. The addendum revises the bid opening date to July 22, 2024 at 2:00 p.m. and adds Item No. 7 "Steel Pile Repair" as a new lump sum line item to the base bid. The base bid now includes seven items: Mobilization/Demobilization, Demolition/Disposal, Concrete Dock, Aluminum Gangway, Concrete Abutment, ¾" Waterline and Utility Rack, and Steel Pile Repair. Prospective bidders must submit bids electronically as described in Division B, and all contractors and subcontractors must register on the Department of Industrial Relations (DIR) website prior to bid opening. Communication regarding the work should be directed to Marvin Mai or Anne Takii at the City of Long Beach Department of Public Works, 411 W. Ocean Boulevard, Long Beach, CA 90802.

The Steel Pile Repair work requires contractors to prepare the surface and repair the northern steel pile located under the bridge using SeaShield 525 Epoxy Coating or an approved equal, applied per manufacturer's instructions. The repair work is limited to the top 20 feet of the pile and must be completed after the existing dock is removed and before the new dock is installed. Surface preparation must be performed using high-pressure water blasting at a minimum of 3,500 psi (24 MPa); scraping and manual preparation methods are to be avoided. Work on the upper portion inaccessible by diver must be completed at low tide, with all diving work performed by certified divers. Contractors must install a turbidity curtain prior to steel pile surface preparation. The lump sum bid must include all preparation and repair work ancillary to completing this task. The technical data sheet for SeaShield 525 Epoxy is attached, detailing application methods, cure times, and performance specifications for the 100% solids two-part epoxy coating.

R-7235 Addendum 2

July 15, 2024

ADDENDUM NO. 2

PLANS AND SPECIFICATIONS NO. R-7235

MARINE MAINTENANCE YARD DOCK REPLACEMENT

IN THE CITY OF LONG BEACH, CALIFORNIA

NOTICE TO HOLDERS OF PLANS AND SPECIFICATIONS

Please note the following changes, clarifications, and additions:

1. SPECIFICATIONS:

Division C, C-1 Bid Form (Revised): Change includes updating bid open date to July 22, 2024 and adding Item No. 7 “Steel Repair” to Base Bid.

2. REQUEST FOR INFORMATION:

Question 2: There is no repair called out in the plans for the steel pipe pile at the North end of the dock. At the job walk it was observed that this pile is in pretty bad shape. Please confirm that the contractor is only to protect the pile in place with no refurbishment. Also please confirm that the contractor can assume that the pile is sufficient to secure the dock for dock design purposes.

Answer: Contractor to provide a lump sum bid for additional line item, Bid Item 7 – Steel Pile Repair. Contractor to prepare surface and repair the northern steel pile located under the bridge. Prepare surface and repair with SeaShield 525 Epoxy Coating (or approved equal) per manufacturer’s instructions as shown on the attached technical data sheet. Additional information can be found at SeaShield 525™ Epoxy - Wet & Dry Surface Epoxy Coating - Denso (densona.com). Lump sum bid to include preparation and repair of the top 20 feet of the pile. Including all work ancillary to this completing this work. Work to be completed at low tide for the upper portion not accessible by a diver. All diving work to be completed by certified divers. Pile repair work to be completed after the existing dock has been removed and before the new dock has been installed.

Surface preparation by high-pressure water blasting is acceptable and shall be done at a minimum of 3,500 psi (24 MPa). Scraping and other manual means of surface preparation should be avoided since they tend to polish the surface.

Contractor must install a turbidity curtain prior for use during the steel pile surface preparation.

Description

Uses

Features

Surface Prep

SeaShield 525 Epoxy is a 100% solids two part, moisture tolerant, non-sag, high build epoxy designed for dry, damp and wet surfaces. It can be used for steel, concrete and wood structures.

Can be used on dry, damp or wet surfaces for steel, concrete or wood to provide corrosion protection and sealing. Applications would include pilings, bridges, sheet piles, pipelines and other surfaces subject to corrosion in fresh or salt water environments. It can also be used in a variety of commercial and industrial applications including cooling towers, water / wastewater clarifi ers, digestors, lift stations, walls and manholes.

• Can be applied to wet, damp or dry surfaces

• Can be used for vertical and horizontal applications

• Excellent adhesion to wet surfaces

• Easily applied by brush, gloved hand, Denso Applicator Pad or roller

• Long pot life

• High build

• Safe and environmentally friendly

• Excellent abrasion and impact resistance

• No VOC’s, 100% solids

Surface preparation is very important and will improve the adhesion and extend the life of the coating. Surface preparation should include the following:

Surface must be at least 40°F (4°C) prior to application.

Surface must be sound and free of loose rust, marine growth, and any old existing coatings.

Remove all oils, greases, dirt and wax solutions from surface.

Steel Surfaces: The recommended method is to prepare the surface by abrasive blasting per SSPC-SP6/NACE 3 Commercial Blast. However, high-pressure water blasting is acceptable and shall be done at a minimum of 3,500 psi (24 MPa). Scraping and other manual means of surface preparation should be avoided since they tend to polish the surface.

Concrete: Concrete should be a minimum of 28 days old and fully cured prior to application.

Prepare the surface by abrasive blasting per SSPC-SP13/NACE 6, ICRI Guideline 310.2R

CSP3.5.

Wood: Prepare surfaces by high-pressure water blasting and shall be done at a minimum of 3,500 psi (24 MPa).

Cleaning

For best mixing & application, components shall be at a min. 70°F (21°C) prior to use. Initially stir Part A (base) & Part B (hardener). Add the hardener to the base and mix at a slow speed until a constant color is achieved making sure all sides of the container are scraped.

SeaShield 525 Epoxy can be applied by Denso Brush, Denso Applicator Pad, gloved hand or roller. If surface is damp or wet displace water as the coating is applied.

Denso Brush: Place material on brush and spread out evenly over the surface.

Denso Applicator Pad: Place material on applicator pad with stir stick then spread out evenly with applicator pad.

Gloved Hand: Make sure glove is tight fi tting made of rubber and / or plastic and is chemical resistant. Gloves should be wet to prevent adhesion to gloves and press SeaShield 525 onto surface and work into place to require thickness. Use water as a lubricant to smooth out material.

Roller: Use a low nap roller and place material on surface and proceed rolling out material until an even mil thickness is achieved.

Minimum 24 months when stored in original containers between 41°F (5°C) to 100°F (38°C). On job site where temperatures are below 60°F (16°C) product should be kept warm to mix properly.

Clean tools and equipment with MEK or equivalent solvent cleaner.

Wear protective clothing and ensure adequate ventilation. Avoid contact with skin and eyes. See Safety data sheet for further information.

1 liter kits and 1 gallon kits standard. Other unit sizes are available upon request.
