About this opportunity

The County of Orange Sheriff-Coroner Department is seeking competitive bids for the Purchase and Maintenance of Quality System Management Software through a fully electronic solicitation (IFB # 060-2855108). The procurement targets a comprehensive cloud-based quality management software solution for the Orange County Sheriff's Crime Laboratory, specifically designed to support its ISO 17025 accredited quality assurance program. The software must include 5 primary and 10 secondary licenses, provide web and mobile interfaces, ensure 21 CFR Part 11 compliance, and offer 60GB of data storage. Key deliverables include document management, collaborative review, audit tracking, corrective action management, training record keeping, and asset management systems. Bidders must migrate existing data from the current Q-Pulse v. 7.5 system and provide two-tier training: an overview for 10 employees and an in-depth training for 5 designated employees. The electronic bid submission is due on June 23, 2025, at 4:00 pm, with bids remaining valid for 365 days after the closing date. The initial contract term is three calendar years, beginning August 1, 2025, with options to renew for two additional one-year terms.

The County offers potential preferences for Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) bidders, providing a 5% bid price reduction for qualified vendors. Bidders must meet stringent security requirements, including NIST SP 800-53r5 compliance, CJIS Security Policy v6.0 compliance, ISO27001 accreditation, and 21 CFR Part 11 technical controls. The software solution must provide continuous cloud hosting, 24/7 technical support, and performance guarantees with service credits for system uptime below 99.7%. While specific contract value details are not explicitly stated, the procurement will cover software-as-a-service (SaaS), implementation services, professional services, reconfiguration, training, and ongoing technical support and maintenance. The contract will require comprehensive data migration, system configuration, and integration with existing laboratory infrastructure. Potential bidders should note the complex technical requirements, including support for live and training databases, and the need for a robust, compliant quality management system specifically tailored to forensic laboratory operations.
