About this opportunity

The Bergen County Utilities Authority (BCUA) is soliciting bids for a FEMA-funded project to evaluate, rehabilitate, and reinstall two raw wastewater pumps (Pumps 1-5 and 1-6) located in Pump Building No. 1 at the BCUA Wastewater Plant in Little Ferry, New Jersey. The contract, designated as Contract No. C213 (REBID), requires a comprehensive rehabilitation process for vertical centrifugal solids handling pumps manufactured by Flowserve, involving replacement of critical components including bearings, mechanical seals, wearing rings, shaft sleeves, and air relief valves. The project will be completed sequentially, with Pump 1-6 being repaired and returned to service first, followed by Pump 1-5, and includes a mandatory 48-hour operational test period for each pump. Bids will be electronically opened on August 21st, 2025, at 10:00 am, with a strongly recommended pre-bid conference scheduled for August 5th, 2025, at 10:00 am. All bidding will be conducted through the Euna Procurement platform at www.BergenBids.com, with bidders required to submit an electronic bid bond of 10% of the total bid price (not exceeding $20,000) and a Certificate of Surety.

The procurement includes several set-aside and compliance requirements, including mandatory Affirmative Action provisions, Equal Employment Opportunity language, and compliance with New Jersey Prevailing Wage Act and Federal Davis Bacon Act regulations. Bidders must demonstrate workforce diversity, provide documentation of minority and women worker recruitment efforts, and submit multiple workforce reports. The contract includes a $70,000 allowance for additional work, with a fixed term of 180 calendar days from the Notice to Proceed and liquidated damages of $500 per day for delays beyond the completion date. Contractors must be certified to work with Flowserve equipment and provide a minimum 12-month warranty on replaced parts. The project emphasizes compliance with multiple national and local standards, including NFPA, OSHA, ASTM, and ANSI regulations. Bidders must also submit various certification forms, including ownership disclosure, debarment certifications, and non-lobbying certifications, with strict penalties for non-compliance or false statements.
