About this file

This document is a comprehensive specification for the evaluation and rehabilitation of two raw wastewater pumps (Pumps 1-5 and 1-6) for the Bergen County Utilities Authority located in Little Ferry, New Jersey. The project involves a detailed rehabilitation process for vertical centrifugal solids handling pumps manufactured by Flowserve, with specific requirements for replacing critical components including bearings, mechanical seals, wearing rings, seal rings, O-rings, and shaft sleeves. The work will be performed sequentially, with Pump 1-5 being evaluated and rehabilitated first, followed by Pump 1-6, while maintaining continuous wastewater pumping operations. The project requires a 48-hour operational test period for each pump, with testing to be witnessed by the Engineer and BCUA Operations staff.

The project includes a total of 13 specific line items for evaluation, restoration, and component replacement, with a $70,000 allowance for additional work. Payment will be structured as lump sum items, with mobilization payment recommended after pumps are transported to the evaluation shop. The contractor must use a pump repair shop certified by Flowserve and capable of providing replacement parts compatible with the existing equipment. Warranties for replaced parts are set at a minimum of 12 months from startup, and all work must comply with multiple national and local standards, including NFPA, OSHA, ASTM, and ANSI regulations. The specifications emphasize precise technical requirements for pump components, installation procedures, testing protocols, and performance standards to ensure optimal pump rehabilitation.

SCOPE OF WORK

PART 1 - GENERAL

1.01 GENERAL

A. In general, the project consists of evaluating, rehabilitating, reinstalling, and placing into service two (2) existing raw wastewater pumps in Pump Building No. 1 at the Bergen County Utilities Authority (BCUA) Wastewater Plant in the Borough of Little Ferry, New Jersey. The pumps to be evaluated, rehabilitated, reinstalled, and placed back into service are the pumps labeled as 1-5 and 1-6. Pump 1-5 shall be repaired first. Once it has been accepted and returned to service, pump 1-6 will be evaluated and repaired. Existing pump motors are not included in this evaluation or rehabilitation and are to remain onsite. Motors will be deenergized (lock out tag out) by BCUA operations.

B. Sequence: Pumps 1-5 and 1-6 are currently in use; they shall be evaluated and repaired in series.

C. The pumps to be rehabilitated under this Contract shall meet the performance standards as outlined in the bid documents. The Contractor is responsible for all labor, materials, and equipment included in evaluating and rehabilitating the existing pumps.

D. It is the intent of these Specifications for the Contractor to evaluate and rehabilitate the pumps.

Contractor shall provide a written report with an assessment of all major components and a recommendation regarding the need to repair or replace other components. Report shall be in the form of a letter on the pump repair shop’s letterhead and shall include photos of the disassembled pump components and photos of any problems identified. Repair and replacement components recommended shall include a cost estimate and an estimated time for their repair in the written report.

E. The rehabilitated pumps shall be operational and able to perform their rated capacity.

Evaluate, and re-install the pumps completely, which includes all the necessary improvements as set forth in the Contract Documents.

F. Pump Building No. 1 shall remain active at all times. Pumping of wastewater shall remain uninterrupted. After a pump is put back in service, it shall be operational for 48 consecutive hours prior acceptance by the Engineer and Owner.

01010-2

3.02 PROTECTION

A. All pumping equipment shall be carefully handled and stored to prevent damage, theft, weathering, etc., until final acceptance. All units shall be left in shipping containers where applicable until the time of installation.

3.03 REMOVAL AND INSTALLATION

A. Once the existing pump and shafting is removed, Contractor shall work continuously (at least eight hours per day on site, Monday through Friday), with adequate labor, equipment, and materials to perform the work.

3.04 FIELD QUALITY CONTROL & TESTING

A. Initial testing of all pumping equipment shall only be performed by a factory-trained representative (minimum on site time of three hours). Tests shall only be conducted with units fully lubricated, with an adequate seal water supply, and pumping raw wastewater. Lubrication is necessary for electrical verification of direction of rotation by "bumping" the motor. No pump shall be run dry under any circumstances.

B. All pumping equipment shall operate smoothly without undue noise and vibration, and without binding, slippage or overloading.

C. Contractor shall retain a third-party testing company to measure the actual lateral and torsional critical speeds of the pump during the 48 hour in-service testing period per Specification Section 01010, Paragraph 1.01.F , to ensure these analyses are within the thresholds provided in the pump submittal. Contractor is responsible for making adjustments to the pump and shafting as needed if these measurements are out of spec.

D. Final testing and demonstration shall be performed in the presence of the Engineer. Contractor shall provide Engineer with at least 48 hours noticed prior to final testing. Operating parameters such as pump rotation speed, pressure, flow rates, etc., shall be verified.

E. Failure of the pump or shafting to pass any test shall be cause for the Contractor to repair, replace or otherwise properly correct the malfunction or defect and to similarly reschedule, isolate the pump, and retest that entire pumping unit in conjunction with the existing motor and drive assembly complete.

PART 4 - PAYMENT

4.1 QUANTITY AND PAYMENT
