About this opportunity

The State of Utah Division of Purchasing is seeking a contractor to provide legal research, citation services, printing, and delivery of various publications, primarily focusing on Utah Code Books Annotated. This Request for Proposal (RFP) #SB25-13 aims to establish a 5-year contract with potential multiple awards for publishing comprehensive legal materials. Vendors must demonstrate advanced legal research capabilities, professional printing expertise, and efficient delivery mechanisms for statutes, codes, and annotated legal publications. The procurement involves a rigorous multi-stage evaluation process requiring vendors to achieve a minimum of 500 out of 700 points in the technical evaluation and ultimately accumulate 700 out of 1000 total points to be awarded a contract. The technical evaluation will assess vendors across three critical areas: Company Ability (300 points), Printing Ability (200 points), and Order, Delivery and Communication (200 points). Key submission deadlines include a proposal due date of December 9, 2025, with vendors required to guarantee pricing for one year. The solicitation involves detailed requirements for publication specifications, including precise page counts, binding types, and comprehensive legal citation services.

The contract opportunity is open to various eligible users, including state government departments, public institutions, agencies, political subdivisions, potentially nonprofit organizations, and federal agencies. No specific set-aside designations for disadvantaged enterprises were explicitly detailed in the documentation. Vendors must be prepared to handle bulk orders, with mandatory volume discount structures required for consideration. The cost sheet indicates potential order volumes, such as 300 Utah Annotated Code Books, with specific requirements for 800-page volumes, hardbound blue covers with gold ink, and comprehensive pricing structures including per-page and per-volume printing costs. While specific budget ranges were not explicitly stated, the RFP suggests flexibility in order quantities and potential for multiple contract awards. Importantly, vendors must complete all highlighted areas in the cost sheet, with failure to do so resulting in automatic disqualification. The contract includes no administrative fee, and the State of Utah does not guarantee specific purchase amounts, with each eligible user considered an individual customer responsible for their own charges and liabilities.
