About this file

This document is a Request for Proposal (RFP) for Publications of Utah Code Books, identified by Solicitation #SB25-13, focusing on a technical evaluation for legal publication services. The RFP is a 700-point technical criteria stage where proposers must score 500 points or higher to advance to the cost evaluation. The document outlines detailed requirements across three primary areas: Company Ability (300 points), Printing Ability (200 points), and Order, Delivery and Communication (200 points). Respondents are required to provide comprehensive details about their legal research capabilities, publication experience, printing processes, order placement procedures, and communication methods.

The evaluation criteria are highly specific, requiring proposers to demonstrate expertise through detailed responses about past publication orders, legal research team qualifications, printing equipment, proof delivery processes, and quality control mechanisms. Key evaluation components include documenting the largest legal publication order fulfilled, describing the legal research team's credentials and expertise (particularly with Utah state law), detailing printing and binding processes, explaining order placement procedures, and outlining communication and project management strategies. No cost information, external links, or catalog references are permitted in the responses, with summary formats preferred. The technical evaluation aims to thoroughly assess a vendor's capability to produce accurate, timely, and high-quality legal publications for the state of Utah.
