About this file
This Scope of Work (SOW) is for the Publications of Utah Code Books, involving the State of Utah's government departments, institutions, agencies, political subdivisions, and eligible nonprofit and federal organizations. The solicitation (SB25-13) seeks a contractor to provide comprehensive legal research and citation services for printing and delivering various publications, with a current focus on expanding beyond Utah Code Books Annotated to include a wider range of legal publications. The anticipated services include high-quality printed statutes, codes, and legal materials, with requirements for accurate and up-to-date versions, citation checking, case law annotations, professional binding, and efficient distribution.
The pricing structure involves a per-page pricing model with mandatory volume discounts, where contractors must submit a bulk order discount tier structure. Shipping costs are to be built into publication pricing, with no additional charges except for expedited shipping. The contract pricing is guaranteed for one year, with any price increases requiring formal approval from the Utah Division of Purchasing. Special orders are permitted with negotiated fees, and all project quotes must be completed at the originally quoted rate. The SOW emphasizes detailed quoting processes, including specifications like page count, binding type, payment terms, and the application of bulk order discounts.
