About this opportunity

The Southeastern Pennsylvania Regional Task Force (SEPA RTF), acting on behalf of Bucks County, is soliciting Requests for Proposals for a comprehensive Public Alert and Warning Project to develop an Emergency Operations Plan (EOP) Functional Annex with Hazard Specific Appendices. The project aims to enhance the county's capabilities to prevent, mitigate, prepare, respond, and recover from terrorism or disaster scenarios. Specific deliverables include an all-hazards focused EOP functional annex, up to fifteen hazard-specific message template annexes with variable delivery methods (WEA, EAS, Email/Public Advisory), and multilingual interpreter messaging in up to ten additional languages. Vendor qualifications must demonstrate expertise with FEMA and Pennsylvania Emergency Management Agency methodologies, National Incident Management System (NIMS) requirements, Homeland Security Exercise and Evaluation Program (HSEEP) protocols, and experience addressing Access and Functional Needs (AFN) populations. The proposal submission deadline is December 16, 2025, with all project deliverables required no later than June 1, 2026, and the contract term extending through August 31, 2026. Proposals must be submitted through the Bonfire Portal as separate Technical and Cost Proposal documents, accompanied by a current W-9 and completed Appendix "A" documentation.

The solicitation includes provisions for Local, Small, and Diverse Business Concern Certification, encouraging participation from various business types. Vendors must complete multiple compliance forms, including a Public Disclosure Statement addressing financial dealings with County officials, a Certification of Representations confirming no suspensions or debarments, and an Organizational Conflicts of Interest Certification. While no specific budget range is explicitly stated, the pricing structure allows Bucks County flexibility to include or remove milestones at contract award without renegotiation. The project requires comprehensive insurance coverage, including commercial general liability, workers' compensation, and potentially professional errors and omissions liability. Proposals must include a predefined project team with specific roles, hours dedicated to each milestone, and detailed role descriptions. The contract will be funded through grant mechanisms, subjecting all expenditures to federal administrative requirements and potentially triggering additional compliance obligations related to grant funding.
