About this opportunity

The City of Charlotte, North Carolina is issuing a Request for Quote (RFQ) for an informal construction project titled "Providence at Raintree Ped Crossing" (Project Number PMES231781, Bid Number 269-2026-179). The procurement seeks a turnkey contractor to upgrade the pedestrian crossing at the intersection of Providence Road (NC-16) and Raintree Lane, encompassing a 270-foot section of roadway with a posted speed limit of 45 mph. The scope of work includes replacement of both pedestrian ramps, relocation of the pedestrian refuge island, installation of new crosswalks and stop bars, widening of the curb line on the north end to improve turning radius, removal of unused sidewalk, and milling and resurfacing of the intersection. The project comprises 19 line items including mobilization, grading, erosion control, asphalt milling and paving operations (511 square yards of milling, 10 tons of base course, 5 tons of intermediate course, and 43 tons of surface course), concrete work (87 linear feet of curb and gutter, 35 square yards of wheelchair ramps, 25 square yards of sidewalk/pad, 41 square yards of pedestrian refuge island, and 17 square yards of stamped concrete), thermoplastic pavement marking lines (403 linear feet), reflective paddles, and traffic control measures. All work must comply with applicable local, state, and national codes, including ADA requirements, and follow 2024 NCDOT Standard Specifications. Contractors must be properly licensed under North Carolina state law and provide all required insurance, including $1,000,000 minimum general liability coverage. The pre-bid meeting is scheduled for March 4, 2026 at 1:00 PM via Microsoft Teams; questions must be submitted by March 11, 2026; and bids are due March 18, 2026 before 1:00 p.m. through the Bonfire electronic portal at https://charlottenc.bonfirehub.com. The contract term is 90 calendar days from the Notice to Proceed, with liquidated damages assessed at $500.00 per calendar day for failure to meet the deadline.

The City of Charlotte's Charlotte Business Inclusion (CBI) Program applies to this project to promote diversity and inclusion. While the overall MWBSE participation goal has been set at zero percent due to the project size, established subcontracting goals require 5% Minority-Owned Business Enterprise (MBE) participation and 6% Women-Owned Business Enterprise (WBE) participation, calculated as a percentage of the total bid amount including contingency. All bidders must submit CBI Form 3 (Subcontractor/Supplier Utilization Commitment Form) at the time of bid opening; failure to do so constitutes grounds for bid rejection. If a bidder does not meet the established goals at bid opening, they have twenty-four hours to submit a completed CBI Form 3 demonstrating goal achievement or compliance with Good Faith Efforts requirements (minimum 50 GFE points per unmet goal). Failure to meet contract goals may result in liquidated damages up to $200,000 per violation, withholding of contract payments, contract suspension or termination, and other remedies. All minority and women-owned business enterprises must be certified with the City of Charlotte at the time of bid and must perform a Commercially Useful Function. For bids equaling or exceeding $300,000, a 5% bid security is required, and the successful bidder must provide performance and payment bonds each equal to 100 percent of the contract amount within ten calendar days of award. The estimated project cost is between $100,000 and $250,000. The procurement contact is Katie Smollett at 980.579.2230 or Katie.smollett@CHARLOTTENC.GOV.
