About this opportunity

The City of Tucson, on behalf of Pima County, is soliciting competitive sealed bids through Invitation for Bid (IFB) 260223 for a Proposition 411-funded mill and fill resurfacing project in the Tucson Heights and Highland Park Addition neighborhoods bounded by Oracle Road (west), Euclid Avenue (east), Grant Road (north), and Speedway Boulevard (south). The procurement encompasses comprehensive street resurfacing and accessibility improvements across approximately 282,403 square yards, including removal of existing bituminous pavement through milling, roadway grading, and placement of 2 inches of PAG Mix #2 (LV) with PG 76-22TR+ binder asphalt concrete totaling approximately 31,347 tons. The scope of work also includes construction of 319 curb access ramps with detectable warning devices to meet current accessibility standards, installation of 32 speed humps and 1 speed table for traffic calming, concrete curb installation totaling 8,914 linear feet, concrete sidewalk construction of 10,176 square feet, pavement markings in white and yellow extruded thermoplastic, sewer manhole adjustments for 210 locations, potable water valve box adjustments for 480 locations, survey monument reset work for 104 monuments, and traffic control measures. Qualified contractors must demonstrate adequate financial resources, proven experience on similar projects, satisfactory performance records, technical expertise, and quality control capabilities, with the Apparent Low Bidder required to submit a completed Contractor Responsibility Form by 4:00 p.m. local time on the fifth full business day after bid opening. The bid due date is June 2, 2026, with bids submitted on forms provided by the City and accompanied by required certifications and representations. Contractors must comply with Davis-Bacon prevailing wage requirements, HUD Section 3 employment provisions, Executive Order 11246 equal employment opportunity standards, and applicable federal labor and environmental regulations. The Engineer's Opinion of Probable Cost totals $9,273,609.50, with major cost components including asphaltic concrete placement at $3,918,375.00, curb access ramp construction at $1,209,000.00, and mobilization at $500,000.00.

The City of Tucson has established a 4 percent Small Business Enterprise (SBE) participation goal for this project, with all bidders required to submit a completed SBE Commitment Form and Proposed SBE Plan identifying all proposed SBE subcontractors and first-tier subcontractors valued at $5,000 or above. Only firms certified by the City of Tucson under Chapter 28, Article XIII of the Tucson Procurement Code at the time of bid opening are eligible to fulfill SBE goals, and bidders failing to meet the goal may request a good faith effort waiver with documented evidence of comprehensive outreach efforts. The project is subject to HUD Section 3 requirements mandating that at least 25 percent of all labor hours be performed by Section 3 workers (individuals with annual income at or below HUD-established limits for the Tucson area) and at least 5 percent by Targeted Section 3 workers, with noncompliance potentially resulting in contract termination or debarment from future HUD-assisted contracts. Identified subcontracting opportunities to achieve SBE participation include utilities and utility adjustments, underground utilities, traffic control, trucking, concrete work, quality control, electrical work, signal and street lighting, and fencing, though contractors may propose alternative opportunities. All contracts and subcontracts must include standard Section 3 contractual language notifying workers and labor organizations of employment preferences. Contractors must maintain current workers' compensation insurance, commercial general liability coverage with minimum combined single limits, and builder's risk insurance on all work in place and materials stored at the site, along with compliance certifications for suspension and debarment status, Byrd Anti-Lobbying Amendment compliance, and Clean Air Act and Federal Water Pollution Control Act standards for contracts exceeding $150,000.
