SPECIAL PROVISIONS FOR PROPOSITION 411 TUCSON HEIGHTS, HIGHLAND PARK MILL & FILL PROJECT

This document comprises special provisions for a Proposition 411-funded mill and fill infrastructure project administered by the City of Tucson, Department of Transportation and Mobility in collaboration with Pima County Regional Wastewater Reclamation Department and other utility agencies. The project encompasses resurfacing residential streets and constructing curb access ramps in the Tucson Heights and Highland Park Addition neighborhoods bounded by Oracle Road (west), Euclid Avenue (east), Grant Road (north), and Speedway Boulevard (south). The work includes milling existing asphalt pavement, base preparation, and placement of 2.0 inches of asphalt concrete using PAG Mix 2 (Low Volume) with PG 76-22 TR+ binder across approximately 282,403 square yards. Additional work includes installation of 319 curb access ramps with detectable warning devices, replacement of 32 speed humps and 1 speed table, survey monument installation and adjustment, and utility coordination with water, sewer, gas, and stormwater infrastructure. The project is divided into two neighborhoods with separate phasing: Tucson Heights (6.98 centerline miles, 157,783 square yards) and Highland Park Addition (5.90 centerline miles, 124,620 square yards). Contractors must complete all work within 270 consecutive calendar days from notice to proceed, with a mandatory pre-construction meeting to be held within 30 days of notice of award.

Contractors shall bear all costs for traffic control, erosion control, resident notification, utility adjustments, and quality control measures as incidental to bid items; there is no separate compensation for these services. Funding is provided through Proposition 411, an Arizona-based initiative supporting transportation infrastructure improvements. The contract requires contractors to maintain minimum quality standards with specified payment reductions for asphaltic concrete deficiencies in gradation, asphalt cement content, effective voids, and compaction, with rejected material requiring removal and replacement at contractor expense. Material testing shall comply with ADOT's Materials Quality Assurance Program and be performed by ATI and ACI certified technicians from laboratories approved by the City's Materials Laboratory. Contractors must designate a full-time Quality Control Manager at the pre-construction conference. All work must coordinate with existing utility providers including Tucson Water, Southwest Gas, and Pima County Regional Wastewater Reclamation Department, with Letters of Clearance provided in project appendices detailing specific conditions for sewer facility work.

The contractor shall install new survey monuments (PC/COT Detail 103, 1 of 3) to the final pavement grade elevation.

There shall be no separate pay items for pre-lowering water valve box and cover; manhole and cleanout (Sanitary Sewer); and survey monuments, the cost being considered as included in the price of the adjustment/reset items.

There shall be no separate pay item for concrete collars, the cost being considered as included in the price of the adjustment/reset items.

14. Storm Drain and Utility Manholes

If the new roadway surface causes the existing storm drain and utility manholes to be depressed by

0.04 Ft. or more, as determined by the Engineer or designated representative, the existing manholes shall be adjusted to the new finish grade in accordance with the requirements of the Standard Specifications and as modified for this contract.

Vaults, communications and electric manholes which cannot reasonably be lowered in advance of milling shall be protected in place and avoided. Avoidance shall be considered incidental to the contract.

15. Speed Humps and Speed Tables

Use bid item number 4060200 for speed hump and 4060201 for speed table payment. Asphalt for the speed humps and speed tables is incidental to the speed hump and speed table bid items. The asphalt mix design for the speed humps and tables shall be approved by the engineer prior to installation.

Speed hump and speed table signs and object markers as indicated on the speed hump and speed table details are not required on this contract. The Contractor, if the milling equipment permits the removal, can use the milling operation to remove the speed humps, but the speed hump existing appurtenances shall remain in-place (i.e., object markers and speed hump ahead signs).

No separate measurement or payment will be made for pavement markings, chevron striping, and raised pavement markers installed as part of each speed hump or speed table, the cost being considered included in the price of the speed hump and speed table bid item.

16. Type F Reflective Pavement Markers

There shall be no separate pay item for Type F, Blue, Two-Way Reflective Pavement Markers, used to identify fire hydrant and fire connection locations, the cost being considered as included in the price of the contract bid items.
