About this opportunity

The Georgia Department of Community Affairs (DCA) is seeking proposals from developers for the Project-Based Voucher (PBV) Program. DCA is soliciting applications for up to 1,108 PBV units for new and existing housing construction projects within the 149 Georgia counties DCA serves. The PBV program provides rental assistance to property owners who agree to set aside a portion of their units for low-income tenants. Eligible applicants must demonstrate site control, financial feasibility, and management experience. Proposals will be evaluated based on owner experience, financial viability, location in relation to de-concentrating poverty, and immediate occupancy readiness. DCA will conduct a site and neighborhood review, environmental review, and subsidy layering review prior to awarding contracts. The selected owners will receive a multi-year contract with DCA, ensuring HCV-approved rent for their properties. Proposals must be received electronically by DCA no later than October 10, 2023.

The PBV program requires compliance with Fair Housing and Equal Opportunity (FHEO) requirements. DCA will first allocate PBVs to competitively awarded properties between 2020-2023, then to other existing properties through a competitive process. For new construction properties not yet under construction, DCA will issue a preliminary award letter outlining requirements before an Agreement to Enter Into Housing Assistance Payments (AHAP) contract can be signed. DCA expects participating properties to receive PBVs for at least 25 units, unless a waiver is provided. The rents for PBV units cannot exceed 120% of the applicable Small Area Fair Market Rent. DCA has an existing utility allowance schedule that will be used for PBV units.
