About this opportunity
The State of Utah Department of Commerce has issued Request for Information (RFI) LD26-12 seeking vendor solutions for the modernization of the Professional Licensing and Registration System. This non-binding RFI, posted May 18, 2026, with responses due by June 16, 2026, is designed to gather vendor input and assess market capability before issuing a formal procurement. The Department of Commerce seeks to replace its existing professional licensing platform that currently manages approximately 215 active license types serving roughly 430,000 active licensees across multiple divisions including Consumer Protection, Professional Licensing, Real Estate, Trademarks, and the Pete Suazo Utah Athletic Commission. Vendors must propose custom-engineered, Software-as-a-Service (SaaS), or highly configurable low-code solutions that feature configuration-driven architecture to support legislative agility, integrate with the state's VANTAGE financial system and Chase Payment Processor, support a 24/7 public-facing e-commerce portal, and enable secure data-sharing with authorized vendors and government partners. Vendors must be the primary developer or lead implementer of their proposed solution and demonstrate proven implementation history in similar regulatory environments managing comparable scale and complexity. Submission requirements mandate comprehensive responses addressing company overview, proposed solution details, AI and forward-thinking capabilities, configuration and development capabilities, scope management methodology, data migration approach, integration management, and cost and implementation timeline, including rough order of magnitude estimates for licensing, implementation, data migration, training, and ongoing support. Reserved vendor demonstrations are scheduled for July 14-16, 2026, from 8:00 AM to 5:00 PM at the Taylorsville State Office Building, with vendors having the option to present in person, virtually, or through recorded demonstrations.
The RFI does not specify set-aside designations or restrictions on organizational types eligible to respond. The incumbent system is cloud-hosted using an Oracle database and Documentum repository with approximately 200 regular agency users; proposed solutions must integrate with these existing infrastructure components. The RFI does not include a specific budget range or award value, as this is an informational inquiry rather than a formal procurement that would result in an immediate award. Vendors responding to this RFI may claim business confidentiality protections for trade secrets and commercial financial information under Utah Code Section 63G-2-305 by submitting both redacted and non-redacted versions of their proposals along with a completed Claim of Business Confidentiality form provided by the Utah State Archives Office of the Government Records Ombudsman. All vendor communication must occur through RFI responses or the question and answer period; direct contact with the State regarding this RFI is prohibited. Following the information gathering phase, the State intends to issue either an Invitation for Bids or Request for Proposals to formally procure the modernized licensing system.
Opportunity text
The purpose of this RFI is to: obtain information, comments, or suggestions from potential vendors before issuing an invitation for bids or request for proposals; determine whether to issue an invitation for bids or a request for proposals; and generate interest in a potential invitation for bids or a request for proposals. Vendors should not contact the State regarding this RFI. All communication should be either by responding to this RFI or by submitting a question during the question and answer period. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A procurement unit is required to use a standard procurement process, or comply with an exception to the requirement to use a standard procurement process described in Part 8, Exceptions to Procurement Requirements, in order to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305.
