About this opportunity

Fairfax County, Virginia is requesting proposals for process server services under RFP 2000004361, with proposals due June 19, 2026 at 2:00 p.m. Eastern Time via electronic submission through the Bonfire portal. An optional pre-proposal conference is scheduled for May 27, 2026 at 11:45 a.m. EST via Microsoft Teams.

The County seeks qualified process servers to deliver child welfare and adult welfare legal documents and court notices—including summonses, subpoenas, petitions, abuse and neglect notices, guardianship documents, protective orders, and termination of parental rights petitions—to parties in Fairfax County, Falls Church, throughout Virginia, and outside the state. Service must meet court-mandated timeframes: preliminary removal and protective order hearings require immediate service, while dispositional and permanency planning hearings require service initiation within five business days of document receipt. Offerors must demonstrate familiarity with applicable Virginia codes and court procedures, maintain strict confidentiality of sensitive information, perform lawful skip-tracing, and provide accurate proof of service documentation.

Proposals are evaluated on Statement of Qualifications (35 points), Technical Narrative (45 points), and Cost Reasonableness (20 points). Staffing plans must detail full-time equivalents, position types, credentials, job descriptions, scheduling, and training timelines. Offerors must provide three references with adult and child welfare case experience and financial statements from the last three years.

The contract will be awarded for an initial one-year term with four one-year renewal options, subject to appropriation by the Fairfax County Board of Supervisors. Pricing must remain firm for the first 365 days and include mileage and overhead; subsequent-year adjustments may be indexed to CPI-U. Contractors must maintain statutory workers' compensation insurance of at least $1,000,000, commercial general liability of $1,000,000 per occurrence / $2,000,000 aggregate, and automobile liability of $1,000,000 per occurrence/aggregate, with all coverage issued by A.M. Best A: VII rated carriers admitted in Virginia. The County must be named as additional insured with primary coverage. Monthly statistical reports and itemized invoices are due by the 10th of each month. Proposals must remain valid for 180 days from submission. Vendor registration with Virginia's eVA system is mandatory in anticipation of award.
