About this opportunity

The Illinois Secretary of State is requesting quotes for the printing of 500,000 drive away permits (Form VSD 632.5) with barcode on two micro-perforated horizontal paper, with quotes due June 23, 2026. Printing must be completed by a union print shop — a mandatory restriction that eliminates non-union vendors.

Permits must measure 8.5 inches wide by 11 inches high, printed on 28-pound virgin bond paper with minimum 92 percent opacity. Specifications include a state seal at 30 percent density in three locations, sequential permit numbering from 017000A01 through order end in black ink, and Code 39 barcode with OCR B text. Process blue, black, and red inks with specified density and contrast are required. Prior to full production, the bidder must supply 50 sample sheets for testing to the VSD-Fiscal Office in Springfield. Proofs must be submitted to vsfiscal@ilsos.gov allowing a minimum of 5 business days for review without compromising the delivery deadline.

Delivery is due on or before August 3, 2026, on an F.O.B. destination basis to the Secretary of State VSD/Warehouse at 3701 Winchester, Springfield, Illinois. Forms must be packaged sequentially with 25 per package and 40 bundles per carton on wooden pallets (36 inches by 48 inches, carton height not exceeding 55 inches including pallet height). Underruns are limited to 1 percent; no overruns are permitted.

Pricing must be submitted as a firm price for the entire 500,000-unit order and include all shipping costs. The contract term runs from execution through December 31, 2026, with no renewal options and a maximum total term not to exceed ten years. Prevailing wage requirements apply. Vendors must maintain General Commercial Liability insurance of $1 million per occurrence with $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation Insurance as required by law, with the Secretary of State named as additionally insured. A one-time payment is made upon completion; invoices must be submitted no later than July 31 following the fiscal year in which work was performed. Award is made to the responsive and responsible bidder with the lowest price. Questions must be submitted in writing to Kelly Comerford at (217) 782-0443 or vsfiscal@ilsos.gov.
