About this opportunity

The Orange County Transportation Authority (OCTA) is requesting quotes from authorized firms to provide prescription safety eyewear on an as-needed basis for a five-year term effective December 1, 2025 through November 30, 2030, with quotes due October 15, 2025 at 12:00 midnight PDT.

The program covers approximately 175 eligible OCTA employees—represented maintenance and facilities personnel, their supervisors, and others for whom prescription safety glasses are required personal protective equipment—providing one pair of impact-resistant safety glasses every 24 months. All eyewear must comply with ANSI Z87.1-2015 standard, use impact-resistant polycarbonate material, and include permanently affixed side shields. Firms must be authorized resellers with dispensing representatives licensed and certified by the American Board of Opticianry and compliant with California licensing requirements. A minimum of six basic frame options must be offered, including non-conductive frames suitable for high-voltage electrical work. OCTA will cover safety glasses, dispensing fees, base-range lens selection, full multifocal options, permanent side shields, photochromic or transitional lenses, approved tints, two-week delivery, and warranty. Employees cover eye exam costs and must provide prescriptions no older than one year; employees also bear costs for frame or lens upgrades beyond basic offerings.

The estimated contract value is $26,250 over the five-year term ($5,250 annually), on a firm fixed unit-price basis with no guaranteed usage or minimum purchase commitment. Award will be made to the lowest responsive and responsible firm. Firms submitting alternative manufacturers, models, or part numbers will be deemed non-responsive. All bidders must certify they are not subject to Ukraine/Russia-related economic sanctions imposed by California or the United States Government. Questions are due October 6, 2025, with OCTA's written responses scheduled for October 8, 2026. No set-asides, DBE goals, prevailing wage, or retention requirements apply.
