About this opportunity
Palm Beach County, Florida, through its Board of County Commissioners and Capital Improvements Division, is seeking to establish a prequalified list of contractors to provide asphalt, pavers, and pathway construction services on an as-needed basis throughout the county under an annual contract. The procurement encompasses both new construction and repair services, with contractors required to furnish all necessary materials, labor, supervision, equipment, supplies, and permitting for individual work orders. Qualified contractors must demonstrate a minimum of five years of relevant business experience and have successfully completed at least $150,000 in asphalt, pavers, and pathway projects annually for each of the three preceding years, as well as maintain a valid certified or registered building contractor's license, general contractor's license (CGC), or specialty contractor's certification in Florida for a minimum of five years. Applicants must verify they are not involved in current or pending litigation likely to materially impact performance, have not displayed an undesirable pattern of construction-related litigation, and possess adequate financial stability. The original qualification deadline was March 9, 2023, at 2:00 P.M., with a non-mandatory pre-bid conference held on February 15, 2023. Contractors must maintain comprehensive insurance coverage with the County as additional insured and loss payee, submit detailed construction schedules using critical path method scheduling, and comply with all Equal Business Opportunity Program requirements and affirmative procurement initiatives.
Palm Beach County certified Small/Minority/Women-owned Business Enterprises (S/M/WBE) are encouraged to apply and must provide current certification documentation as part of their qualification package. No bid security or public construction bonds are required with the qualification submission; bonding requirements will be determined for each individual work order issued under the annual contract. The contract is funded with non-federal funds and is open to all qualified contractors meeting the County's requirements, with the County reserving the right to add qualified contractors at any time during the contract term. The annual contract is awarded for an initial five-year term with a not-to-exceed cumulative amount of $3,000,000, with individual work orders anticipated to be generally less than $100,000 each, though larger projects are possible. Qualification documents were made available beginning January 27, 2023, through the County's online Vendor Self-Service system or by contacting FDO-CID-Bids@pbcgov.org or calling (561) 233-0261, allowing interested contractors ongoing opportunities to submit applications throughout the contract period.
