About this opportunity
Palm Beach County, through its Board of County Commissioners and Capital Improvements Division, is seeking to establish a prequalified annual contract for flooring services on an as-needed basis throughout the county. The procurement covers flooring repairs and replacements including carpet, carpet tile, sheet goods, base goods, and installation accessories. Qualified contractors must demonstrate a minimum of three years of relevant business experience, having successfully completed a minimum of $150,000 in flooring services construction projects per year for each of the three preceding years (2023, 2024, and 2025), and must possess a valid certified or registered general contractor's license (CGC) in Florida for a minimum of three years. The sealed qualification application deadline is March 4, 2026, at 2:00 P.M., with submission to the Palm Beach County Facilities Development and Operations Department Capital Improvement Division at 2633 Vista Parkway, West Palm Beach, Florida. Qualified contractors will be invited to submit competitive bids for individual Work Orders, which are anticipated to be generally less than $100,000 each, though larger orders are possible. The evaluation process allows contractors to submit qualification applications at any time during the contract term, provided applications are received at least 10 calendar days before individual project bid due dates. No bid security or public construction bond is required with the qualification application; however, bonding requirements will be established for each individual Work Order based on project value.
The contract is designated as non-federal and funded through Palm Beach County resources. Palm Beach County certified Small Business Enterprise (SBE) firms must provide current valid certification and may be eligible for participation goals to be established on a project-by-project basis. The annual contract will be awarded for an initial term of five years with a not-to-exceed cumulative amount of $5,000,000, with individual Work Order terms and amounts to be determined through competitive bidding among qualified contractors. All contractors must comply with applicable state and local laws, non-discrimination policies, and commercial nondiscrimination requirements. Qualification documents and applications are available through the County's Vendor Self-Service system at https://pbcvssp.pbc.gov/vssprd/Advantage4, or by contacting the Facilities Development and Operations Department at FDO-CID-Bids@pbc.gov or (561) 233-0261. The announcement was published in the Palm Beach Post on February 11 and February 18, 2026.
