About this opportunity
Palm Beach County Board of County Commissioners is establishing a qualified contractor list for an annual flooring services contract with a qualification application deadline of March 4, 2026 at 2:00 p.m. and a contract term extending to June 7, 2031. SBE (Small Business Enterprise) certification and participation goals apply under the County's Affirmative Procurement Initiatives.
The scope covers flooring repairs and replacements including carpet, carpet tile, sheet goods, base goods, and installation accessories to be performed on an as-needed basis throughout Palm Beach County. Applicants must demonstrate a minimum of two years of relevant business experience; successful completion of at least eight flooring projects of similar scope and complexity totaling a minimum of $100,000 in workload per year for each of the previous two years; principal, supervisory personnel, and project managers with a minimum of five years of relevant experience; adequate financial stability; and either a valid building contractor's license, certified or registered general contractor's license, or registration with the Palm Beach County Contractor Regulations Division as a flooring installer for a minimum of two years in Florida. Current or pending litigation likely to impact performance disqualifies applicants.
The initial not-to-exceed cumulative amount is $5 million over up to five years, with individual work orders generally anticipated to be less than $100,000, though larger projects may be issued. Work orders exceeding $200,000 will require a Public Construction Bond; Bid Security is not required with the qualification application. The County reserves the right to add additional qualified contractors at any time during the contract term. Qualified contractors must execute the County's standard contract documents without deviation and will receive notification within 20 business days of receipt; incomplete applications are subject to rejection if not remedied within 10 days of written request. Pre-bid meetings are required for interested vendors. Qualification documents are available through the County's Vendor Self-Service system or by contacting FDO-CID-Bids@pbc.gov or (561) 233-0261. The contract is funded through non-Federal funds (Project Number P-2026-000035).
