About this opportunity
Palm Beach County, Florida, through its Board of County Commissioners, is seeking to establish a prequalified contractor list for an annual contract to provide painting and weatherproofing services on an as-needed basis across multiple county facilities. The procurement is structured as an open qualification system allowing contractors to apply throughout the contract term, with sealed qualification packages required by January 26, 2023, at 2:00 P.M. at the County's Facilities Development and Operations Department. A non-mandatory WebEx conference was held on January 5, 2023, to discuss the opportunity. Qualified contractors must possess a minimum of five years of relevant business experience, demonstrate successful completion of at least $300,000 in painting and weatherproofing projects annually over the previous three years, maintain valid Florida contractor licensing (building contractor, general contractor, or specialty contractor certification for a minimum of five years), and demonstrate adequate financial stability with no material litigation involvement. Individual work orders are anticipated to be generally less than $100,000 each, though larger orders may be issued. The initial contract term extends for up to five years with a cumulative not-to-exceed amount of $3,000,000. Once qualified contractors are approved, they will receive competitive invitations for individual work orders and must comply with all professional licensing and certification requirements established by the State of Florida and Palm Beach County.
The procurement includes significant set-aside and preference requirements under Palm Beach County's Equal Business Opportunity (EBO) program. Work orders valued at $100,000 or below are designated as SBE Sheltered Market, available exclusively to certified small businesses, while all work orders are subject to a 10 percent Small Business Enterprise (SBE) price preference for single-trade construction. Living Wage certification is required for projects exceeding $100,000, with the applicable living wage rate set at $13.67 per hour effective October 1, 2022, through September 30, 2023. All contractors must comply with commercial non-discrimination policies, E-Verify employment eligibility requirements, and maintain comprehensive insurance coverage including general liability, workers' compensation, and builder's risk where applicable. Bid security and public construction bonds are required only for individual work orders exceeding $200,000; no bid security or public construction bond is required with the initial qualification package submission. The contract award value is not to exceed $3,000,000 cumulatively over the five-year term, with individual work order values typically under $100,000, though the County reserves the right to issue larger orders as needed.
