Asphalt, Pavers & Pathway Construction Services - Annual Qualification Application

This is a qualification application document issued by Palm Beach County's Board of County Commissioners, Florida, through the Capital Improvements Division for an Annual Contract to provide asphalt, pavers, and pathway construction services on an as-needed basis throughout the county. The solicitation seeks qualified contractors to perform both new construction and repair services, including furnishing all necessary materials, labor, supervision, equipment, supplies, and permitting. The original qualification deadline was March 9, 2023, at 2:00 P.M., with a non-mandatory pre-bid conference held on February 15, 2023. The contract is awarded for a five-year term with an initial not-to-exceed cumulative amount of $3,000,000, with individual work orders generally anticipated to be less than $100,000, though larger projects are possible. Contractors are not required to submit bid security or public construction bonds with the qualification package; bonding requirements will be determined for each individual work order issued under the annual contract. The county reserves the right to add qualified contractors at any time during the contract term, and contractors may submit qualification applications at any time.

To qualify, contractors must demonstrate a minimum of five years of relevant business experience and have successfully completed a minimum of $150,000 in asphalt, pavers, and pathway projects annually for each of the three preceding years. Applicants must possess a valid certified or registered building contractor's license, general contractor's license (CGC), or specialty contractor's certification in Florida for at least five years. Contractors must verify they are not involved in current or pending litigation likely to materially impact performance, have not displayed an undesirable pattern of construction-related litigation, and possess adequate financial stability. Palm Beach County certified Small/Minority/Women-owned Business Enterprises (S/M/WBE) must provide current certification documentation. The contract documents include general conditions establishing contractor responsibilities for safety, quality, scheduling, insurance, environmental compliance, and living wage compliance as specified by Palm Beach County ordinance. Contractors must maintain comprehensive insurance coverage with the County as additional insured and loss payee, submit detailed construction schedules using critical path method scheduling, and comply with all Equal Business Opportunity Program requirements and affirmative procurement initiatives applicable to individual work orders.
