About this opportunity
Palm Beach County's Board of County Commissioners is soliciting qualifications for an Annual Contract for Minor Construction Services (Project P-2024-006317) to establish a qualified contractor list providing construction services on an as-needed basis throughout the county. The procurement seeks contractors to furnish all materials, labor, supervision, equipment, supplies, and expertise for minor construction work, including refurbishment, renewal, and renovations of public buildings. Individual work orders are anticipated to be generally less than $100,000, though larger orders are possible. Qualified applicants must demonstrate a minimum of five years of relevant business experience; successfully completed construction projects of at least $300,000 annually for each of the previous three years; valid Florida contractor licensing as a certified or registered general contractor or building contractor for a minimum of five years; financial stability; and absence of material litigation or disqualifying default history. The annual contract may be awarded for up to five years with an initial not-to-exceed cumulative amount of $15,000,000. The qualification package submission deadline is 2:00 P.M. on November 26, 2024, with packages to be received at the Palm Beach County Facilities Development and Operations Department Capital Improvement Division at 2633 Vista Parkway, West Palm Beach, Florida. Qualified contractors will receive invitations for quotes and bids on individual work orders, with awards made to the lowest responsive, responsible bidder after consideration of applicable criteria.
Palm Beach County maintains an open qualification process, allowing additional qualified contractors to be added at any time during the contract term. The procurement includes Small/Minority/Women-Owned Business Enterprise (S/M/WBE) requirements and Equal Business Opportunity (EBO) program schedules for participation tracking and compliance, with local preferences considered in award decisions. All applicants must be registered with the County's Vendor Self-Service System and comply with nondiscrimination policies, human trafficking affidavits, and equal employment opportunity requirements. No bid security or public construction bond is required with the qualification package submission; however, individual work orders may require bonding depending on the amount. Qualification documents and the qualification application are available through the County's online Vendor Self-Service System at https://pbcvssp.pbc.gov/vssprd/Advantage4 or by contacting FDO-CID-Bids@pbc.gov or calling (561) 233-0261. The project is funded with non-federal funds.
