About this opportunity

The Long Beach Public Utilities Department is soliciting bids for valves and actuators to outfit five south filters at the Groundwater Treatment Plant Filter Gallery under Specifications WD-13-24, with the most recent bid deadline of May 2, 2025 at 2:00 PM — now passed. A 10% local preference applies to Long Beach-based businesses for evaluation purposes (not to exceed $50,000 reduction), though selected winners are paid their actual bid price.

The scope encompasses 14-inch lug-style butterfly valves, 24-inch and 36-inch flanged-style double offset butterfly valves with standard and modulating actuators, electric motor actuators for existing 12-inch valves, up to 12 months of approved local storage, factory testing and adjustments at a certified facility within 100 miles of ZIP code 90806, startup services, and an extended five-year warranty. All materials must match products installed during Phase 1, completed in December 2024. Testing must occur within 100 miles of ZIP code 90806; if conducted beyond that radius, the contractor bears travel costs for up to four Long Beach Utilities Department personnel. NSF61-approved grease and non-asbestos fiber gasket seals are required. Installation of five Rotork actuators on existing valves must be performed by Rotork unless authorized in writing by the department. Work must be completed within 270 calendar days from Notice to Proceed.

The original bid deadline of April 17, 2025 was extended twice (to April 24, then April 30, then May 2) via Addenda 1, 2, and 3. The pre-bid conference was held March 27, 2025. All bids received by May 2 have been rejected and the solicitation cancelled; the two bidders (VAG USA LLC and Santa Fe Water Systems) failed to meet specification requirements. Bid security of at least 10% of total bid amount is required. The project is public work subject to California prevailing wage requirements; all contractors and subcontractors must register with the California Department of Industrial Relations and submit certified payrolls. A Labor and Material Payment Bond equal to 100% of contract price is required. Bids remain open for 120 calendar days after opening.
