Addendum No. 1 Summary

This is Addendum No. 1 to the contract documents for the Groundwater Treatment Plant Filter Gallery Valve Rehabilitation Project Phase 2 – Valve and Actuator Purchase issued by the Long Beach Public Utilities Department in Long Beach, California (Specifications No. WD-13-24, Drawing No. EO-3742). The project involves the procurement of double offset butterfly valves and Rotork actuators for installation at the groundwater treatment plant. The original bid receipt deadline of April 17, 2025 at 2:00 PM has been extended to April 24, 2025 at 2:00 PM, with the pre-bid conference question submission deadline extended from April 10, 2025 at 2:00 PM to April 17, 2025 at 5:00 PM. Bidders must submit a signed copy of the Addenda Acknowledgement form along with their bid submittal. Final testing of valves and actuators must be conducted within 100 miles of ZIP code 90806, after which all items shall be shipped fully assembled and in the same condition as tested.

Bond requirements have been modified to require only a Labor and Material Bond in the amount of 100 percent of the Contract Price; the Bond for Faithful Performance is no longer required. Technical specifications have been clarified to require NSF61-approved grease for bearing lubrication and non-asbestos fiber gasket seals for extension bonnet flanges. Bid items must include sales tax, freight charges, and all applicable costs; the Long Beach sales tax rate increased to 10.5% effective April 1, 2025. Gaskets, bolts, and nuts must be provided with all valves and actuators. Installation of the five Rotork actuators on existing valves must be performed by Rotork unless authorized in writing by Long Beach Utilities Department. The acceptable manufacturers remain unchanged to ensure Phase 2 valves and actuators match those used in Phase 1. Maximum operating time for valve actuation is specified at 5 seconds per inch of valve size.

BIDDER QUESTIONS

1. Question: On Phase 1 DHC was named in the specification. I would like to officially request to have DHC be added to the acceptable manufacturers.

Answer: LBUD intends to replace the Phase 2 valves and actuators in kind with those used in the Phase 1. Thus, DHC cannot be added to the list of acceptable manufacturers.

2. Question: The specs call for 100% bid and performance bond on page 116 of 170.

Please amend to the understood 10% bid bond and 100% labor and material bond.

Answer: The project requires a 10% Bid bond and 100% Labor and Material bond.

There is no performance bond requirement for this project. Refer to this Addendum for changes to the Supplementary General Conditions.

3. Question: I cannot tell if the valve flange bolts and nuts and the gaskets are required to be provided with the bid or if this is just for the extension bonnets. Can you confirm please?

Answer: As part of this bid, the gaskets, bolts, and nuts shall be provided with all valves and actuators including extension bonnets as required for installation.

4. Question: Is sales tax included in the bid items?

Answer: Yes, the bid items shall include sales tax, freight charges, and all applicable charges detailed in Section 01 22 00 – Unit Prices of the Specifications. Please note, effective April 1, 2025, the sales tax in the City of Long Beach has increased to 10.5%.

5. Question: Please confirm the 5 Rotork actuators for existing valves are requested to be installed on the valves. Is there a line item cost for this task and can you confirm it has to be performed by an authorized Rotork agent (as this affects the possible 5 year warranty).

Answer: Yes, the actuators in Bid Item 6 shall be installed on existing valves under this bid item. The installation must be performed by Rotork, unless authorized in writing by LBUD during the project.
